Job summary

Divcon Controls, headquartered in Dallas, Texas, is seeking a Senior Program Manager in Irving to drive accountability and standardization across the PM organization. Reporting to the SVP of Operations, you will lead cross-functional collaboration with Engineering, Finance, Safety, and HR to ensure consistent delivery of data-center projects.

You will monitor adherence to PM standards, identify gaps, and elevate issues as needed.

Qualifications

• Bachelor’s degree or equivalent experience in a related field.
• Minimum 5+ years of related experience in construction project management, program management, or project controls.
• Experience with data center, BAS/BMS, MEP, electrical, HVAC controls, or mission-critical construction environments preferred.

About the role:

The Senior Program Manager drives accountability, process adherence, and consistent execution across Divcon’s project management organization. Reporting to the Senior Vice President of Operations, this role serves as a liaison between the SVP, Project Executives, Senior Project Managers, Project Managers, and key cross-functional partners supporting Divcon’s data center project portfolio.

The role monitors compliance with established project management standards, operating processes, and leadership initiatives; identifies execution gaps; follows up with accountable leaders; and escalates unresolved or recurring issues as needed. Acting as an extension of the SVP, the Senior Program Manager reinforces standards, drives follow-through, surfaces risks, and helps ensure project management processes and initiatives are consistently executed across Operations.

Key Responsibilities:

• Serve as the SVP of Operations' primary liaison for project management accountability, follow-through, and execution across Project Executives, Senior Project Managers, and Project Managers.
• Monitor adherence to established project management processes, company standards, operating procedures, reporting requirements, and leadership initiatives across multiple project portfolios.
• Identify overdue, incomplete, inconsistent, or noncompliant project-management activities and follow up directly with responsible leaders to drive resolution.
• Maintain visibility into key project-management requirements, including schedules, project documentation, financial reporting, system updates, approvals, risk reviews, and other defined operating rhythms.
• Track commitments and action items resulting from operational reviews, leadership meetings, audits, and other management activities through completion.
• Identify recurring execution gaps, process breakdowns, or areas of inconsistent performance and elevate material or unresolved issues to the SVP of Operations.
• Develop and maintain dashboards, trackers, and reporting that provide leadership with visibility into process adherence, outstanding actions, execution risks, and portfolio-level trends.
• Support rollout and adoption of new project management processes, standards, tools, and operational initiatives, ensuring expectations are understood and consistently implemented.
• Partner with Project Executives and other operational leaders to address process gaps, improve accountability, and strengthen standardized project delivery practices.
• Coordinate with Engineering, Finance, Safety, HR, Supply Chain, and other functions when operational priorities require cross-functional follow-through.
• Provide concise updates to the SVP of Operations regarding risks, missed commitments, recurring issues, and items requiring leadership intervention.
• Lead special projects, operational reviews, and process-improvement initiatives assigned by the SVP of Operations.

Qualifications:

• Strong project and program management skills with the ability to monitor multiple portfolios, priorities, deadlines, and dependencies simultaneously.
• Strong understanding of construction project management practices, including scheduling, documentation, financial reporting, risk management, procurement, billing, and project closeout.
• Demonstrated ability to drive accountability and follow-through across Project Executives, Senior Project Managers, Project Managers, and cross-functional stakeholders without direct reporting authority.
• Strong organizational skills and attention to detail, with the ability to identify missed requirements, incomplete workflows, and recurring execution gaps.
• Strong judgment and executive presence, including the ability to appropriately challenge missed commitments, reinforce established standards, and elevate issues when necessary.
• Ability to analyze project and portfolio information, identify trends or risks, and translate findings into clear actions and recommendations for leadership.
• Excellent written and verbal communication skills with the ability to provide concise, actionable updates to senior and executive leadership.
• Strong working knowledge of project management systems, workflow tools, reporting platforms, and operational tracking methods.
• Continuous improvement mindset with the ability to distinguish between individual accountability issues and broader process or system gaps.

Experience:

• Bachelor’s degree in Business Administration, Project Management, Construction Management, Operations, Engineering, or a related discipline preferred; equivalent experience may be considered.
• Minimum 5+ years of related experience in construction project management, program management, project controls, operational excellence, business operations, or a related project-based environment.
• Experience supporting or overseeing multiple concurrent projects or project portfolios, preferably within data center, BAS/BMS, MEP, electrical, HVAC controls, or mission-critical construction environments preferred.
• Experience working with senior project leadership and driving accountability across complex, cross-functional organizations.
• Demonstrated experience with project-management standards, operating procedures, reporting requirements, and portfolio-level performance tracking.
• Experience identifying process gaps, implementing operational improvements, and supporting adoption of standardized workflows or tools.
• Experience with project-management and construction-management platforms such as Monday, Procore, MS Project or similar systems preferred.

Physical Requirements:

• Sit for extended periods (typically 6-8 hours per day) while performing computer-based tasks such as data entry, email responses, system updates, etc.
• Use hands and fingers to operate standard office equipment, including computers, keyboards, mice, telephones, scanners, printers, and calculators.
• Occasionally stand, walk, bend, stoop, or reach to access filing cabinets, retrieve documents, or attend meetings.
• Lift, carry, push, or pull light objects and materials weighing up to 20-25 pounds (e.g., boxes of files, PPE, office supplies).
• Have sufficient vision (with or without correction) to read computer screens, printed documents, and small print; and sufficient hearing to communicate effectively by phone and in person.
