Position Overview

We are seeking a Senior Program Manager to lead day-to-day coordination and delivery oversight for a large-scale Unemployment Insurance (UI) modernization initiative. This enterprise transformation program is focused on modernizing Benefits, Tax, and Appeals systems to improve citizen services, operational efficiency, security, compliance, and scalability through cloud-enabled digital solutions.

The Program Manager will collaborate with agency leadership, technology partners, implementation vendors, and business stakeholders to ensure successful delivery of modernization milestones, federal readiness activities, and production deployment. The role will also support transition planning for ongoing operations and maintenance following implementation.

Key Responsibilities

  • Lead planning, execution, monitoring, and delivery of a large-scale IT modernization program.
  • Coordinate activities across multiple business and technical workstreams.
  • Develop and maintain integrated project schedules, milestone tracking, and risk mitigation plans.
  • Monitor implementation milestones including development, testing, data migration, and production readiness.
  • Manage project dependencies, risks, issues, and budget reporting.
  • Serve as the primary liaison between agency leadership, technology partners, and implementation vendors.
  • Monitor vendor performance and ensure timely delivery of project objectives.
  • Facilitate issue resolution, executive decision support, and cross-functional coordination.
  • Drive accountability across multiple stakeholders and vendor teams.

Federal Readiness & Compliance

  • Coordinate readiness activities aligned with federal unemployment insurance modernization guidelines.
  • Ensure completion of readiness deliverables including:
  • End-to-end business process validation
  • Data reconciliation and migration validation
  • External interface certification
  • Performance and load testing
  • Operational readiness and training activities
  • Support preparation of certification and compliance documentation prior to go-live.

Governance & Executive Reporting

  • Prepare and present project status updates to executive leadership.
  • Support governance processes including steering committee meetings and executive reviews.
  • Track action items, decisions, risks, and mitigation plans.
  • Maintain transparent reporting on project health and delivery status.

Implementation & Deployment Readiness

  • Coordinate:
  • Data migration verification and validation
  • User Acceptance Testing (UAT)
  • Security, accessibility, and performance testing
  • Production readiness activities
  • Cutover planning and go-live rehearsals
  • Support Go/No-Go decision-making and post-implementation stabilization efforts.

Organizational Change Management

  • Coordinate operational readiness activities across business units.
  • Support training development, train-the-trainer programs, and end-user adoption.
  • Ensure operational workflows align with the new system design.
  • Promote successful adoption of modernized processes and technology solutions.

Required Qualifications

  • Bachelor's degree in Information Systems, Computer Science, Business Administration, Public Administration, or a related field.
  • 10+ years of experience managing large-scale IT modernization or enterprise system implementation programs.
  • Experience leading government technology modernization initiatives.
  • Experience working within multi-vendor delivery environments.
  • Strong knowledge of Agile, Hybrid, or Iterative software delivery methodologies.
  • Experience coordinating software development, testing, data migration, and implementation readiness activities.
  • Experience managing cloud-based or enterprise platform implementations.
  • Strong leadership, communication, stakeholder management, and executive reporting skills.
  • Experience with risk management, issue resolution, and governance oversight.

Highly Desired

  • Experience supporting Unemployment Insurance (UI) modernization programs.
  • Experience with workforce, labor, or human services systems.
  • Familiarity with federal certification and readiness requirements for UI systems.
  • Experience working with public sector governance and executive oversight structures.

Required Certifications

  • Active PMP (Project Management Professional) certification.
  • Active PgMP (Program Management Professional) certification.
