Job summary

Jhpiego seeks an experienced finance leader to oversee complex financial and contractual activities across global programs. You will ensure accurate reporting to management and donors, align systems with donor rules, and guide country teams in budgeting and financial controls.

You will mentor junior staff, monitor risk, and support start-up operations in new countries while coordinating with partners and external auditors.

Qualifications

  • Bachelor’s Degree with 8+ years’ progressive experience providing financial management and oversight in international development program operations.
  • Extensive financial or cost management experience exceeding $15M per year.
  • Prior supervisory, coaching and training experience.
  • In-depth knowledge of USAID, CDC and other international donor agencies.
  • Advanced knowledge of US GAAP, IFRS, FAR, and 2 CFR 200.
  • In-depth knowledge of USG donor agency regulations, including USAID, CDC and DOD.
  • Knowledge of cost accounting methods and practices applicable to private and federal monies.
  • Sub-contract and sub-agreement financial management experience.
  • Experience developing finance and accounting policies, procedures and systems.
  • Experience with international nonprofit organizations larger than $15M and multi-office environments.
  • Understanding of contracts and cooperative agreements and their terms and conditions.
  • Excellent general management skills, particularly facilitation, team building and coordination.

Job description


  • Provide oversight of highly complex financial and contractual activities across global program finance functions

  • Ensure accurate financial, contractual and administrative reporting to management and external agencies

  • Ensure financial systems and reports follow Jhpiego accounting practices and donor rules

  • Provide financial guidance to portfolio managers, program managers, finance managers, country directors and partner organizations

  • Ensure resources are appropriately allocated and tracked and expenditures align with available funding

  • Coach and mentor junior finance staff and local partners through learning activities and materials

  • Monitor performance and risk across assigned countries and serve as an escalation point

  • Oversee start-up of new countries, including selection and engagement of accounting and payroll firms

  • Guide proposal budget costs and contribute expertise to budgets, workplans and financial processes

  • Develop and implement financial processes and procedures

  • Conduct pipeline analysis, cost analysis, unit-cost analysis and scenario modeling

  • Lead remediation plans for performance, risk and governance issues

  • Respond to internal and external audit requests and coordinate audit activities

  • Review and reconcile sub-recipient invoices and expenditure monitoring reports

  • Monitor sub-grantee expenses against obligations and budgets

  • Review and approve monthly financial packages and reconcile balance‑sheet items

  • Track tax and statutory requirements, including audits, government filings, VAT, payroll tax and imports

  • Manage SAP-related activities

  • Prepare, analyze, consolidate and package financial reports for donor submission

  • Travel to countries in the region for training, orientation, technical assistance, audit support and QuickBooks setup

  • Participate in sub-recipient assessments and monitoring

  • Lead policy and compliance training for US and country staff

  • Develop finance training and orientation materials

  • Build country finance staff and local partner capacity through on-site and virtual coaching

  • Review new program development budgets, award documentation and start-up plans

  • Participate in proposal handovers and develop HQ and in-country budgets


Requirements

  • Experience with international nonprofit organizations larger than $15M and multi-office, multinational environments

  • Understanding of contracts and cooperative agreements and their relevant terms and conditions

  • Excellent general management skills, particularly facilitation, team building and coordination

  • Effective communication and strong leadership skills

  • Strong problem-solving skills

  • Ability to manage several major activities simultaneously

  • Sensitivity to multiple socioeconomic settings and multicultural groups in developing-country environments

  • In-depth knowledge of financial software applications, databases, spreadsheets and word processing

  • Proficiency with Microsoft Outlook, Access, Excel and Word, plus university-specific accounting and reporting packages

  • Ability to travel internationally, particularly to low-resource settings

  • Field experience, especially in developing countries, preferred

  • 10+ years’ experience preferred
