Job summary

CACI is seeking a Senior Program Finance Analyst to provide high‑level program management support directly to the CFO and serve as the NAVSEA Enterprise Planning System SME. You will drive governance, planning, and execution oversight across enterprise resource planning and portfolio management.

The role requires strong analytical capabilities, leadership of cross-functional teams, and experience with PPBE, budgeting, and reporting. Up to 10% travel is expected across CONUS locations.

Qualifications

  • Bachelor's degree in Business Administration, Finance Management, Information Systems, Engineering, or related field.
  • Minimum 10 years’ experience in program management, financial management, business operations, or enterprise systems.
  • Experience supporting DoD/Navy/Navsea/federal organizations.
  • Experience leading cross functional teams and managing complex initiatives.
  • Strategic planning, governance, process improvement, and performance management.
  • Strong analytical, communication, and organizational skills.

  • Serve as the principal analyst reporting to the CFO on strategic objectives and portfolio financial management initiatives.
  • Develop and maintain governance frameworks, business processes, and reporting mechanisms.
  • Monitor budget execution, funding utilization, obligation and expenditure trends, and financial risks.
  • Prepare executive briefings, dashboards, reports, and data-driven recommendations.
  • Lead special projects and process improvement efforts.
  • Monitor system performance, user feedback, and enhancement opportunities to drive continuous improvement.
  • Analyze task plans, spend plans, and resource forecasts to support financial decision making.
  • Monitor program and portfolio performance against goals, milestones, and resource constraints.
  • Identify opportunities for automation and data driven management.
  • Serve as the liaison between executive leadership and stakeholders.
  • Prepare strategic communications and decision memorandums.
  • Maintain communication with senior leadership regarding program status, risks, and opportunities.

The Opportunity

CACI is looking for experienced, innovative, and motivated candidate skilled in providing program management support directly to a Chief Financial Officer (CFO) while also serving as the NAVSEA Enterprise Planning System (NEPS) subject matter expert.

This individual will provide strategic leadership, governance, planning, execution oversight, stakeholder engagement, and continuous process improvement to support enterprise level resource planning, portfolio management, and decision-making across the organization.

Responsibilities
  • Serve as the NAVSEA Enterprise Planning System (NEPS) SME and manager for implementation in support of the NEPS advisory group (NAG).
  • Foster NEPS stakeholder relationships to define unique business requirements and prioritize system improvements.
  • Ensure NEPS capabilities support task planning and reporting requirements.
  • Support integration of NEPS with PPBE processes, budget formulation, execution tracking, financial reporting, and portfolio management activities.
  • Serve as the principal analyst and advisor reporting directly to the CFO on strategic objectives and portfolio financial management initiatives.
  • Develop and maintain governance frameworks, business processes, organizational performance metrics, and reporting mechanisms.
  • Monitor and analyze budget execution performance, funding utilization, obligation and expenditure trends, and financial risks.
  • Support leadership decision making through development of executive briefings, dashboards, reports, and data-driven recommendations.
  • Facilitate coordination among deputy organizations and support PAE and non-PAE activities.
  • Lead special projects, organizational transformation initiatives, and process improvement efforts supporting organizational objectives.
  • Monitor system performance, user feedback, and enhancement opportunities to drive continuous improvement.
  • Analyze task plans, phasing plans, spend plans, resource forecasts, and performance metrics to support financial decision making and organizational transparency.
  • Monitor program and portfolio performance against established goals, milestones, and resource constraints.
  • Identify opportunities for automation, process standardization, and data driven management practices.
  • Serve as the primary liaison between executive leadership, functional organizations, technical teams, and external stakeholders.
  • Establish and maintain relationships with stakeholders across organizations.
  • Prepare executive correspondence, strategic communications, and decision memorandums.
  • Maintain effective communication with senior leadership regarding program status, risks, opportunities, and recommendations.
Qualifications
Required
  • Bachelor's degree in Business Administration, Finance Management, Information Systems, Engineering, or related field.
  • Minimum 10 years’ experience in program management, financial management, business operations, or enterprise systems.
  • Experience supporting Department of Defense, Department of the Navy, NAVSEA, or related federal organizations.
  • Experience leading cross functional teams and managing complex initiatives involving multiple stakeholders.
  • Demonstrated experience in strategic planning, governance, process improvement, and performance management.
  • Strong analytical, communication, and organizational skills.
  • Excellent written and verbal communication skills, including executive-level briefing experience.
Desired
  • Knowledge of NAVSEA financial management processes, budget execution, and enterprise planning activities.
  • Experience with Planning, Programming, Budgeting, and Execution (PPBE) processes.
  • Experience supporting CFO organizations, resource management, or financial operations.
  • Experience with Microsoft Power BI/Apps/Automate, SharePoint, Microsoft Teams, and data analytics tools.
  • PMP, Agile, Scrum, DAWIA, or DoD Financial Management Certification preferred.
