Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

BRIEF DESCRIPTION OF DUTIES:

This position has responsibilities involving procedures adopted by the Department, Division, and Bureau. The procedures are part of the internal control structure used to provide reasonable assurance that objectives are met. This position shall use, comply with, and, if needed, improve these controls and procedures in the performance of duties within the Bureau of Vendor Relations.

This is professional accounting work performing daily operations of the Department's Direct Deposit Program. The position works independently and is responsible for analyzing and auditing financial information that will be entered into the Direct Deposit Authorization File in FLAIR the State's accounting system. Participation in the Direct Deposit program is initiated by the submission of an authorization form from the participant. This position is responsible for maintaining the Electronic Payment process, which processes payments to vendors, local governments, and other recipients.

This position independently performs analysis, research, and audits of financial data from the Direct Deposit Authorization forms for Vendors, Employees and Retirees. This includes: auditing documents for accuracy and completeness of the required information; verifying financial information with the vendor's financial institution; verifying the accuracy and legitimacy of the authorization received; entering banking ACH information into FLAIR through the Direct Deposit System; contacts the State's vendors to make corrections or to return incorrect or incomplete authorizations to payee by appropriate letter after completing the pre-audit; maintaining account information records as needed. This position independently analyzes financial records to determine accuracy and completeness of entries as part of the decision-making process. This position assists other State Agencies and local governments with coordinating disbursements and with establishing Special Purpose Investment Accounts (SPIA). This position will also audit all the accounting information that was entered into FLAIR by evaluating the information against a set of standards and verifying that everything is correct. This position is expected to provide information about potential fraud found during the auditing process to the Financial Administration or Bureau Chief immediately.

This position is responsible for providing prompt and accurate Customer Service with limited supervision. This includes: answering telephone calls, gathering information and responding to email inquiries, handle requests from vendors, payees and retirees concerning the Direct Deposit authorization process and payments received; researching, auditing and correcting information if needed; assisting state agencies with recovering incorrect payments when requested; requesting Automated Clearing House (ACH) items from financial institutions; assisting financial institutions with payment problems; and assisting retirees and employees with problems encountered with their financial institutions.

This position is responsible for assisting with implementing the Bureau's plan for achieving designated goals, objectives, and activities, and monitoring the progress of the plan. This includes developing, documenting, analyzing, and maintaining desk procedures, training aids, internal accounting procedures, email templates, customer communications and manuals related to the EFT Section activities that align with the Bureau's goals and objectives. Responsible for assisting in process improvement projects and system development/enhancements. This includes analyzing and documenting methods of internal accounting and administrative controls, communicating changes effectively, and implementing the final product. This position is responsible for auditing, scanning, barcoding, and indexing financial forms into NETDMS.
