Qualifications

  • Minimum 6 years progressively responsible governmental purchasing experience.
  • 3 years of experience in complex solicitation purchases (IFB, RFP, RFQ).
  • Experience with development of specifications and statements of work; contracting or purchase orders.

Job description

This senior-level, professional procurement position provides efficient and effective solicitation, negotiation, and processing of City purchases of commodities and services. Position reports to the Procurement Director. This position is assigned to the construction.

  • Reviews purchase requests and related documents to ensure accuracy and completeness.
  • Prepares Invitation for Bids, Request for Proposals and Request for Qualifications, including conducting pre-proposal conferences, solicitation openings or closings, and tabulations in accordance with procurement laws andpolicies.
  • Assists departments in the development and presentation of a recommendation for award.
  • Prepares necessary award and contract documentation and assists in administration of contracts to assure compliance untilcloseout.
  • WorkswithotherCitystaffonmattersconcerningtheresolutionofcontractproblems, evaluations, and use of contracttypes.
  • Analyzes and administers complex procurements and provides guidance to Departmentmanagement.
  • Keeps informed of new developments relative to available resources and contract opportunitiesforCitywideuseandmakesrecommendationsdesignedtoreducecosts.
  • Researchesmarketsourcesandvendorstolocateandensurethemostcosteffective and competitive pricing for the purchase of goods andservices.
  • Reviewsmajorprocurementcontracts,coordinatescontractcompliance,changeorder and problem resolution in accordance with contract laws and consults with legal counsel
  • Compiles statistics for reports and studies relating to procurement activities and transactions.
  • Handles all contracting issues, negotiates favorable contractual terms, and administerscontracts.
  • Provides support and guidance for less tenured Procurement staff, and supervises Procurement personnel, asnecessary.
  • Recommends and participates in the development of procurement policies and procedures.
  • Oversees decentralized purchasingfunctions.
  • Performs related duties as required.
If assigned to Construction, additional job functions include:
  • Prepares solicitation documents including Invitations for Bids, Requests for Proposals, Request for Qualifications and Request for Letters of Interests and work with end user department, Senior Contract Administration Manager and the City Attorney to ensure completeness and legal sufficiency.
  • Manages process for the procurement of construction, architectural and engineering professional services, including conducting pre-proposal conferences, site visits, solicitations openings/closings, and tabulations in accordance with City Code and applicable state, federal and local laws and any other policy or requirements related to the construction industry.
  • Bachelor's degree in Purchasing, Business Administration, Public Administration or a related field and a minimum of 6 years progressively responsible governmental purchasing experience, including 3 years of experience performing complex solicitation purchases; experience in the development of specifications and statements of work, soliciting, contracting, writing or administration of contracts or purchase orders, commodity management; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
  • For construction assignments, 3 years of experience with the procurement of construction, architectural, and engineering professional services.
  • Current professional certification as a Certified Public Procurement Officer (CPPO), Certified Professional in Supply Management (CPSM), Certified Professional Contract Manager (CPCM), Certified Purchasing Manager (CPM), or Certified Professional Purchasing Manager (CPPM).
  • Requires a valid Florida driver’s license and a safe driving record.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of the principles and practices of public procurement.
  • Knowledge of laws and regulations relating to public procurement
  • Knowledge of English including spelling, grammar, and composition.
  • Knowledge of basic mathematics.
  • Skill operating basic office equipment.
  • Ability to collect, organize, and evaluate data and develop logical conclusions.
  • Ability to communicate effectively in oral and written form.
  • Ability to adapt to an evolving and continually improving environment.

PHYSICAL DEMANDS:

Requires light physical effort that may include lifting up to 10 pounds. Work is most commonly
