Job summary

Moss Construction in Tampa, FL is seeking a Sr. Preconstruction Manager to lead budgeting, GMP development, and bid strategy for complex design-build projects. You will supervise team members compiling comprehensive estimates and collaborate with the Preconstruction Chief and Owners.

The role requires a BS degree, 8+ years in preconstruction on large commercial projects, strong grasp of quantities, takeoffs, RFI management, and skilled communication with trade contractors and A/E teams.

Qualifications

• BS degree in a related field is required.
• Eight or more years of preconstruction experience, preferably on large commercial projects.
• Strong ability to read specifications and drawings and to develop detailed estimates.
• Experience with GMP, cost-to-complete analyses and bid tabulation.
• Ability to manage multiple projects and coordinate with Owners, A/E, and Trade Contractors.

POSITION SCOPE AND ORGANIZATIONAL IMPACT

This full‑time position will interface with the Project Preconstruction Chief to help manage Team Members in compiling comprehensive budgets and GMP.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

• Manage assigned multiple projects meeting estimating responsibilities & deadlines
• Under the supervision of Preconstruction Chief, successfully Manage a Design Build Project from Concept to Final Contract Award
• Perform accurate quantity survey of materials, Skin Study & GSF using On Screen Take Off/Bluebeam
• From Concept Drawings and above, ability to "Fill in the Gaps" for missing information from drawings and design documents (Most Trades)
• Assemble detailed estimates (All Trades), providing takeoff & unit pricing on multiple projects
• Review Drawings for missing information and write RFI's for submittal to Architects & Engineers, by Trade
• From Trade Contractors' proposal, develop bid tab sheets for multiple trades to ensure accurate scope
• Develop comprehensive qualifications and assumptions from bid tabs of Trade Contractors
• Provide Cost Savings suggestions by Trade (Most Trades)
• Communicate with Operations Team regarding site logistics/GR's/GC's to be incorporated into estimate
• Provide multiple progressive estimates with cost variance reconciliation between deliverables
• Meet and present to Owners & A/E Team to discuss design & pricing and be able to explain the cost variances and, if required, recommend solutions to bring the project back within budget
• Focus on Risk Management regarding qualifications, scope and constructability issues
• Document Review & RFIs: Provide Completeness Reviews & Constructability of Design Documents (Drawings & Specs.)
• Perform other duties as assigned

EDUCATION AND WORK EXPERIENCE

• Graduate from College/University; 4-Year BS Degree in related field
• Minimum of Eight (8) Years' previous work experience in Preconstruction
• Experience in large commercial projects such as office, hospitality, higher education, and sports.
• Ability to successfully self-manage work assigned with very little direction
• Knowledge of Summary level and detailed level pricing, by Trade
• Possess analytical skills
• Ability to read specifications with clear understanding of subject matter of Trade Specialists;
• Knowledge of Trade Specific Scope Responsibilities & Unit Pricing (All Trades but MEP)
• Ability to read, interpret & understand plans proficiently, from Conceptual Drawings to 100% CDs
• Working knowledge of constructability details and ability to recognize cost saving opportunities of Multiple Trades
• Possess detailed knowledge of Trade Specific Scope without having specific information on Design Documents
• Ability to communicate and manage Trade Contractors for Scope-specific Proposals
• Ability to communicate internally & externally with Operations, Precon Staff, Trade Contractors & Owners, A/E
• Focus on Risk Management regarding qualifications, scope and constructability issues
• Manage Team Members in compiling comprehensive budgets and GMP
