Job description

General Position Description

The Senior Preconstruction Manager supports the project team and works in partnership with Estimating, Strategy, and Field Management to build a safe, high quality, profitable project, while beating the estimate budgets and improving the total Operating Profit margin over the original bid. The Senior Preconstruction Manager role is key to fostering great client relations, coordinating our complex work and developing our employees.

This position is responsible for work plans, client negotiations, risk management, cost estimation, contract management and execution strategy. In addition, the Senior Preconstruction Manager is responsible for ensuring the successful start to projects and support current operations and execution with pricing, scheduling and technical writing.

This position will require travel as needed to various locales, including possible international travel.

Responsibilities
  • Passionately builds supports the team by attracting, interviewing, assessing, mentoring and retaining Top Performers.
  • Will be responsible for developing and mentoring Junior staff.
  • Supports the development of the project schedule with the project team.
  • Maximizes cash flow and ensures the team accurately documents and submits all receivables, quantity as-builts, change orders and claims.
  • Works to beat the labor and other cost budgets.
  • Estimates, prices and negotiates owner initiated extra work, change of scope items, and contract deletions to maximize profits.
  • Actively participates in Marketing and Estimating department activities to develop capture plans, teaming strategies, technical approach and bid strategies.
  • Thoroughly investigates the specifications, scope of work, and drawings for his/her portion of a bid for completion, submits formal requests for information, and develops a complete understanding of the requirements.
  • Accurately and timely performs takeoffs and calculations and analyzes data.
  • Attends team kick off and schedule oversight meetings, red team reviews, and/or additional reviews.
  • Supports Director of Preconstruction and Estimating in the set-up of the estimate, estimate schedule, and responsibility matrix.
  • May attend site visits to gather detailed, relevant data on project site conditions and effectively incorporate this information during the bid process.
  • Develop relationships with subcontractors and vendors.
  • Establish negotiation strategies to obtain the best deal for cost, quality, and delivery using the company buyout procedure.
  • Work with Chief Strategy Officer on strategic initiatives.
  • Demonstrates comprehensive understanding of the contract documents and the potential risks for a project. Make well-supported recommendations on how to mitigate and price risks to executive management.
  • When required, lead estimates, estimating teams, and develop pricing strategies.
  • Other duties as assigned.
Qualifications
  • For Security Clearance Requirements - must be a US Citizen, as required.
  • Bachelor's Degree in Engineering, Construction Management, Business or related field. Experience may be considered in lieu of education.
  • Track record of achievement and career progression.
  • Ten or more years of construction estimating or project controls experience. Federal or general Government construction experience preferred.
  • Comprehensive understanding of markets, clients, and competitors.
  • Deep knowledge of multiple professional types of work and systems.
  • Demonstrated success managing complex construction projects, subcontractors and developing and executing innovative project changes.
  • Demonstrated success developing cost to completes, costing and pricing, change orders, and maximizing profits.
  • Background in project start-ups, subcontractor and vendor buyouts, owner estimates.
  • Has solid time management and organizational skills.
  • Working Knowledge of MS Suite (Word, Excel, PowerPoint) and Bidding Software (Building Connected, TradeTapp, OST, Planswift, Bluebeam), and plan and spec reading.
