Job summary

The Clark Construction Group, LLC Estimating/Preconstruction & Project Controls team advances budgets and bids for civil projects, ensuring ongoing cost control and scope management through design and execution. This role bridges preconstruction, design development, and real-time change management with a focus on innovative, profitable solutions.

Ideal candidates bring 10–15+ years in heavy civil estimating and project controls, plus advanced OST, Excel, and scheduling tool expertise.

Qualifications

• Progressive estimating, change management, and project controls experience in heavy civil construction.
• Advanced proficiency in OST, Excel, Bluebeam Revu, and heavy civil estimating software.
• Knowledge of project controls tools and scheduling software.

Responsibilities

• Analyze drawings, specifications, and proposals to prepare accurate estimates for multi-discipline heavy civil projects.
• Lead or perform quantity surveys and self-perform civil estimating with emphasis on earthwork, utilities, structures, and paving.
• Supervise, mentor, and train estimators and project controls team members.
• Solicit, evaluate, and negotiate subcontractor and vendor quotes for complete scope alignment.
• Lead meetings with subcontractors, suppliers, and owners to develop scopes and strategies.
• Establish and maintain Change Management throughout preconstruction, design-build, CMAR and construction phases.
• Evaluate changes for cost impact and prepare documented Change Order Requests for owner negotiation.
• Review and execute subcontractor change orders, ensuring alignment and risk transfer.
• Partner with PMs and Operations to baseline costs and monitor cost-to-complete forecasts.
• Collaborate with schedulers to align cost data with CPM schedules and field productivity.
• Maintain risk registers and perform risk/contract management on bids and active projects.
• Assist in strategies to achieve small business participation (SBE).
