Job summary

CACI International Inc is seeking a Senior OIE Planner to support national security initiatives on an upcoming program delivering advisory, training, and operational support across geographic commands. Qualifications

  • Active TS/SCI with polygraph clearance.
  • Bachelor's degree in Strategic Communications, International Relations, Political Science, Behavioral Science, Military Science, or related field.
  • 5+ years of experience planning, coordinating, synchronizing and/or executing operations in the information environment (PSYOP, OPSEC, MILDEC, EW, Cyberspace, Public Affairs, IO).
  • 3+ years in military planning processes including JPP, military decision-making, joint targeting, or campaign planning.

Responsibilities

  • Integrates OIE objectives into campaign and operational plans, ensuring information effects align with commander intent and operational design.
  • Synchronizes information forces with maneuver, joint fires, and non-kinetic activities to achieve effects in the information environment.
  • Designs and integrates OIE OPORD inputs, annexes, and supporting planning products into joint planning and execution.
  • Incorporates intelligence, targeting, and collection requirements to inform OIE planning and decision-making.
  • Develops measures of performance and assessment plans to support continuous monitoring and refinement of OIE activities.
  • Coordinates OIE planning with interagency partners, allies, coalition forces, academia, industry vendors, and DoD/DoW stakeholders.
  • Ensures DoD/DoW Rewards Program planning is embedded to incentivize information collection and operational objectives.
  • Embeds legal, policy, attribution, and risk considerations in OIE plans and produces executive-level briefs and recommendations.
  • Conducts senior/executive briefings to GO/FO/SES decision-makers to secure approval for OIE concepts and plans.

Responsibilities
  • Integrates OIE objectives into campaign and operational plans, ensuring information effects align with commander intent and operational design.
  • Synchronizes information forces and capabilities with maneuver, joint fires, and non-kinetic activities to achieve desired effects in the information environment.
  • Designs, authors, and integrates OIE OPORD inputs, annexes, appendices, tabs, and supporting planning products into joint planning and execution.
  • Integrates intelligence, targeting and collection requirements to inform OIE planning, execution, and decision-making.
  • Develops and incorporates measures of performance and effectiveness, evaluation frameworks, and assessment plans to support continuous monitoring, adaptation and refinement of OIE activities.
  • Coordinates and synchronizes OIE planning and execution with interagency partners, allies, coalition forces, academia, industry vendors, and DoD/DoW stakeholders to ensure unity of effort and de-confliction.
  • Integrates DoD/DoW Rewards Program planning into OIE efforts to incentivize desired behaviors, enable information collection, and support operational objectives in accordance with authorities.
  • Ensures legal, policy, attribution, and operational risk considerations are embedded in OIE plans while producing decision-quality OIE assessments, briefs, and recommendations for senior leaders.
  • Conducts senior/executive-level briefings to GO/FO/SES decision-makers to secure approval for OIE concepts, plans, and operations.
Qualifications

Required:

  • Active TS/SCI with polygraph
  • Bachelor's degree in Strategic Communications, International Relations, Political Science, Behavioral Science, Military Science, or other relevant field of study
  • 5+ years of experience planning, coordinating, synchronizing and/or executing operations in the information environment (i.e. Psychological Operations (PSYOP), Operations Security (OPSEC), Defense Deception Activities, Electronic Warfare, Cyberspace Operations, Public Affairs, and/or Information Operations) \
  • 3+ years of demonstrated experience in military planning processes including Joint Planning Process (JPP), military decision-making process, joint targeting process, and/or military campaign planning
  • Proficient in standard military software applications and communication systems
  • Completion of advanced OIE-relevant training such as FA30 Information Operations Qualification Course, Joint Information Planners Course (JIPC (formerly JIOPC)), OPSEC Planners Course, MILDEC Planners Course, PSYOP Planners Course, and/or Joint Targeting School
Desired
  • Comfortable with military planning at the operational level, to include experience at CCMD, Service Component Command, and/or Joint Task Force level
  • Experience coordinating and synchronizing military operations with multinational and/or interagency teammates
  • Successful experience briefing IO/OIE concepts to senior/executive-level decision makers

$65,000 - $136,500
