Qualifications

• Fifteen (15) years' overall experience; minimum six (6) years in manpower, personnel, education and training.
• Bachelor's degree in a relevant field (e.g., Business, Engineering, Mathematics, Operations Research).
• Demonstrated experience developing solutions across multiple complex tasks and organizations.
• Proven ability to manage analyses, evaluations, and recommendations for implementation.
• Experience with statistical modeling, business/continuous process improvement methodologies, and performance measurement.
• Strong communication and presentation skills, including briefing senior military or government leaders.

Responsibilities

• Support program and project operations across multiple organizations, leveraging enterprise-wide knowledge.
• Develop and execute strategic plans and policy documents to achieve objectives and client goals.
• Define problems, analyze requirements, and develop strategies for solution implementation.
• Prepare analyses, evaluations, and recommendations for organizational change and process improvement.
• Conduct complex statistical modeling and analysis to inform decision-making.
• Evaluate goals and cross-discipline cooperation; propose improvements to performance, throughput, and cost.
• Implement improved systems, procedures, and organizational changes to enhance performance.
• Employ advanced analysis techniques such as work breakdowns, ABC, productivity metrics, audits, and testing.
• Interface with senior client stakeholders to communicate findings and recommendations.
