Job summary

SHELADIA Associates, Inc in Washington, DC seeks a Master Planning Lead to direct strategic facility, campus, infrastructure and portfolio planning assignments worldwide, based on the awarded contract.

The role requires translating mission, security, resilience, space and long-term investment needs into coordinated planning strategies, coordinating disciplines, and guiding workshops with stakeholders.

Qualifications

  • Bachelor’s degree in architecture, planning, urban design, engineering, landscape architecture, or related field.
  • 10+ years of master planning or related professional services experience.
  • Leadership of at least two major facility, campus, or portfolio master plans.
  • Experience managing complex multidisciplinary planning assignments or multi-site capital programs.
  • Professional registration or certification such as RA, PE, PLA, or AICP.
  • Working knowledge of applicable U.S. laws, codes, standards, and Government facility requirements.
  • Strong strategic planning, facilitation, programming, and stakeholder engagement skills.
  • Ability to obtain and maintain a U.S. Government personnel security clearance when required by the assigned work.

Responsibilities

  • Lead campus, facility, infrastructure, and portfolio-level master planning assignments from data collection through final recommendations.
  • Develop site-utilization plans, development scenarios, blocking and stacking studies, space and capacity analyses, phasing plans, and long-range capital improvement strategies.
  • Conduct facility assessments, planning studies, feasibility analyses, programming activities, alternatives evaluations, and implementation roadmaps.
  • Assess existing conditions, infrastructure capacity, facility performance, mission continuity, development constraints, and future requirements to inform planning recommendations.
  • Coordinate architecture, interior design, civil/site, landscape, structural, MEP, security, cost, scheduling, facility-management, and construction disciplines to develop integrated planning solutions.
  • Facilitate workshops and interviews with OBO stakeholders, facility managers, technical specialists, end users, local consultants, and host-country authorities.
  • Integrate U.S. Government requirements with host-country laws, permitting processes, construction practices, and site-specific conditions.
  • Prepare and review planning reports, scopes of work, technical memoranda, presentations, cost inputs, schedules, and decision documents.
  • Provide quality-control reviews and mentor planning staff to support technical excellence and consistency across assignments.
  • Support business development activities, including proposals, interviews, and client presentations as needed.
