Job summary

RTX is seeking a Senior Manager for Requirements and Capabilities/Business Development in Strategic Deterrence Communications. Remote work is possible, with preferred proximity to Marlborough, MA; Largo, FL; Washington DC; or El Segundo, CA.

The role shapes modernization efforts for National and DoD communications and builds industry partnerships for strategic alliances. You will lead capture activities, advise on CONOPS for DoD/National communications, and collaborate with engineering to

Qualifications

  • Bachelor's degree and 10+ years of experience, or an advanced degree with 7+ years.
  • Active, transferable U.S. Top Secret clearance required before start date.
  • Experience with NC3 systems, National Leadership Command Capability, and Senior Leader Communications capabilities.
  • Experience with RF, SATCOM, and terrestrial networking.

Responsibilities

  • Identify, qualify, develop, and capture new business initiatives for Strategic Communications, including Nuclear C3 and National C3.
  • Lead capture teams through opportunity identification, qualification, position, strategy, and proposal development.
  • Build and maintain customer relationships to understand their needs and priorities.
  • Develop and execute contact plans with senior executives.
  • Advise on DoD and National Communications CONOPS, including satellite and terrestrial systems.
  • Collaborate with program management and engineering to develop solutions for complex challenges.
  • Create pursuit and account strategies with accurate order forecasting.
  • Analyze customer requirements, perform competitive assessments, and advise on price-to-win strategies.
  • Travel up to 25-30% to support BD activities.

As a Senior Manager, Requirements and Capabilities/Business Development – Strategic Deterrence Communications, you will play a key role in driving modernization efforts for National and Department of Defense (DoD) communications. You will serve as a trusted advisor and spokesperson for the organization, influencing policies, programs, and long-term objectives related to resilient communications systems supporting the national strategic deterrence mission. This position will also focus on cultivating industry partnerships and recommending strategic alliances to enhance capabilities.

This position can work remotely however it will be ideal to be located near one of the following locations:

  • Marlborough, MA
  • Largo. FL
  • Washington DC
  • El Segundo, CA
What You Will Do
  • Identify, qualify, develop, and capture new business initiatives for Strategic Communications, including Nuclear C3, National C3, and adjacent markets
  • Serve as a leader on capture teams during all phases of capture activities, including opportunity identification, qualification, competitive positioning, strategy development, and proposal creation
  • Build and maintain customer relationships to understand their needs and priorities
  • Develop and execute contact plans, including engagements with senior executives
  • Advise the organization on DoD and National Communications concepts of operations (CONOPS), including satellite and terrestrial communications systems
  • Collaborate with program management and engineering teams to develop solutions for complex customer challenges
  • Create pursuit strategies, account strategies, and provide accurate and timely forecasting of orders
  • Analyze customer requirements, perform competitive assessments, and recommend price-to-win strategies for pursuits
  • Travel up to 25-30% to support business development activities and customer engagement
Qualifications You Must Have
  • Typically requires a Bachelor’s degree and minimum of 10 years of experience or minimum of 7 years of experience with an advanced degree
  • Experience with NC3 systems, National Leadership Command Capability, and Senior Leader Communications capabilities
  • Prior work experience with Radio Frequency (RF) products, Voice and Video conferencing, Military Satcom, and terrestrial networking
  • Active and transferable U.S. government issued Top Secret Security Clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels.
