Job summary

University of Maryland is seeking a Manager, Construction Contracts to lead the procurement and contracting activities for construction-related projects, including capital initiatives, maintenance contracts, and professional services.

The role ensures all procurements comply with Maryland regulations and university policies, supervising staff and coordinating complex contracting processes to advance infrastructure goals.

Qualifications

• Bachelor's degree from an accredited college or university.
• Five years of experience as a procurement officer in a public sector or higher education setting; two years at a management level in a central procurement office.

Responsibilities

• Plan, coordinate, and supervise procurement activities for construction, architectural & engineering, and facilities maintenance projects.
• Review requisitions, specifications, and project scopes to determine procurement methods per State procurement law.
• Develop and manage solicitation documents, including evaluation criteria, contract terms, and performance standards.
• Lead pre-bid/pre-proposal conferences, site visits, contractor discussions, and negotiation processes.
• Evaluate bids/proposals, determine responsiveness/responsibility, and recommend contract awards.
• Administer contracts post-award, including monitoring performance, modifications, renewals, and dispute resolution.
• Ensure compliance with MBE/VSBE/SBR/SBPP participation and reporting requirements.
• Supervise procurement staff; provide training in contract management.
• Prepare BPW documentation, reports, and procurement testimony if required.
• Support audits, reporting, policy development, and strategic procurement initiatives.
