Job summary

Oracle Sovereign Cloud seeks a Senior Manager, Application Software Engineering to lead secure, scalable cloud software teams serving government workloads. You will set technical direction, oversee design, implementation, testing, and production readiness across multiple services.

You will partner with product, security, and operations teams to align solutions with mission priorities, enforce secure coding standards, drive reliability, and develop engineering talent across teams.

Qualifications

  • U.S. Citizenship with active US Government security clearance TS/SCI with Poly
  • 9 years of software development experience; or bachelor's degree in a relevant technical field with 5 years of software development experience; or master's degree with 3 years; or doctorate with 1 year
  • 6 years of experience with programming and/or scripting languages
  • 4 years of experience with databases
  • Experience leading engineering teams through design, delivery, operations, and support of secure production software
  • Demonstrated ability to lead cross-functional execution, resolve complex technical issues, and improve engineering processes

Position Overview

Oracle Government Defense & Intelligence is seeking a Senior Manager, Application Software Engineering to lead application engineering teams responsible for secure, scalable software capabilities in sovereign and government cloud environments. This leader will manage execution across multiple services or application areas, provide technical direction, and ensure teams deliver reliable, maintainable, and secure systems aligned to customer and mission needs.

Oracle Sovereign Cloud builds and operates secure cloud capabilities for mission‑critical government workloads. Our engineers design, build, and operate systems that must meet high standards for reliability, security, compliance, and operational readiness.

Key Responsibilities

  • Lead multiple teams or a small group owning a significant application surface area with measurable reliability, security, and performance outcomes.
  • Manage execution of software development lifecycle processes, including design, implementation, testing, code review, observability, and production readiness.
  • Lead teams through debugging and troubleshooting across multiple components, services, APIs, and functional areas.
  • Guide teams in application architecture, service design, API lifecycle management, interoperability, scalability, and performance optimization.
  • Collaborate with product, program, security, operations, customers, and partner teams to align application solutions with business and mission priorities.

Minimum Qualifications

  • U.S. Citizenship with active US Government security clearance, TS/SCI with Poly, at hire.
  • 9 years of software development experience; or bachelor's degree in a relevant technical field and 5 years of software development experience; or master's degree in a relevant technical field and 3 years of software development experience; or doctorate in a relevant technical field and 1 year of software development experience.
  • 6 years of experience with programming and/or scripting languages.
  • 4 years of experience with databases.
  • Experience leading engineering teams through design, delivery, operations, and support of secure production software.
  • Demonstrated ability to lead cross‑functional execution, resolve complex technical issues, and improve engineering processes.

Preferred Qualifications

  • 10 years of software development experience or equivalent advanced degree plus experience.
  • 2 years of experience in a technical lead role with direct reports.
  • 2 years of experience working with operating budgets and/or project financials.
  • 3 years of experience with cloud platforms such as Oracle Cloud Infrastructure, AWS, Azure, or Google Cloud.
  • Experience with automation, compliance, data integration, secure development, and operational excellence in regulated environments.

US: Hiring Range in USD from: $118,300 to $264,100 per annum. May be eligible for bonus, equity, and compensation deferral.

Oracle maintains broad salary ranges for its roles to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business. Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
