Job summary

Serco is seeking a Senior Logistics Management Specialist to support Army Sustainment Command (ASC) with the GLASS team.

The role involves developing and validating requirements packets, providing government-facing briefings, and coordinating procurement activities across CONUS/OCONUS locations.

Qualifications

• Active DoD Secret clearance required.
• US citizenship required.
• Bachelor's degree with 5+ years of Army logistics planning/coordination experience or
• High School Diploma with 10 years of Army logistics planning/coordination experience.
• Experience with pre-award procurement activities including analyzing requirements,
• recommending revisions to PWS/specifications, and tracking procurement activities.
• Proficiency in Microsoft Word, Excel & PowerPoint.
• Must be able to report onsite 5 days/week and travel up to 10%.

Responsibilities

• Develop and maintain LOGCAP contract requirement packets (data packages, exhibits, diagrams).
• Screen requirements for completeness, accuracy, and suitability.
• Provide recommendations to Branch Chief or requiring activity.
• Provide status reports to Government on requirements and schedules.
• Offer technical assistance and briefings to customers and Government staff.
• Review contractor estimates/proposals for PPRs and change proposals.
• Monitor theater logistical priorities through daily meetings and actions.
• Lead portions of meetings supporting logistics to requiring activity.
• Maintain liaison with requiring activities, contractors, and program staff.
• Analyze monthly workload and project future quarters’ workload.
• Review projections and adjust for troop surges or seasonal needs.
• Prepare monitoring reports, briefings, and information papers.
• Provide recommendations for operation requirements and PWS revisions.
• Conduct in-depth research on emerging missions, policies, or directives.

The positions on this contract are located both CONUS and OCONUS in support of Army Sustainment Command (ASC).

This position is contingent upon the ability to maintain/transfer a DoD Secret Security Clearance.

In this role, you will:

• Develop and maintain LOGCAP contract requirements packets (technical data packages, exhibits, diagrams, etc), screen requirements for completeness and accuracy, and suitability.

• Provide recommendations to the Branch Chief and / or requiring activity.

• Provide status reports and updates to the Government on all requirements, current and emerging.

• Provide technical assistance, training, and information (in the form briefings or phone conversations, VTCs, MS Teams meetings, etc) to customers, Government staff, and others on the requirements packet generation (development and submission), requirement reviews, requirements validation process, performance metrics, and project schedules.

• Perform technical reviews and analysis of contractor estimates/proposals submitted in response to Project Planning Requests (PPRs) and change proposals on service contract task orders.

• Monitor theater logistical priorities through attendance at various daily operations and staff meetings.

• Possibly be required to lead portions of meetings in support of logistics support to requiring activity.

• Maintain continuous liaison with requiring activities, performance contractors, contracting officials and program staff within the AOR/PMO.

• Perform an in-depth analysis of the performance contractor’s monthly workload as a basis for determining the previous quarter’s workload as well as projections for the following quarter(s).

• Review analysis projections and consider any anticipated adjustments such as troop surge, seasonal requirements, etc. that would not have been reflected in the monthly workload data reports.

• Prepare monitoring reports (detailed tracking), briefings and information papers on performance contractor’s project schedules, performance metrics, project planning estimates, Letters of Technical Direction (LOTDs), changing requirements and common operating pictures (COPs).

• Provide recommendations to current and changing operations requirements, PWS revisions, emerging missions or changes in mission or operation environment.

• Perform in-depth research and analysis of emerging missions, policies, procedures, regulations, directives or other issues.

To be successful in this role, you will have:

• An Active DoD Secret Security Clearance.

• US Citizenship.

• A Bachelor’s degree and 5+ years of experience planning, organizing, coordinating, and managing U.S. Army logistics and acquisition activities or similar/related experience.

• OR a High School Diplomas and 10 years of experience planning, organizing, coordinating, and managing U.S. Army logistics and acquisition activities or similar/related experience.

• A concurrent 5 years of experience or similar/related experience with pre-award procurement activities such as:

• Analyzing and documenting requirements,

• Recommending revisions to performance work statements or specifications,

• Procurement / project planning/management, and

• Tracking and monitoring procurement activities (i.e., master schedules) to ensure compliance with DoD policy, administrative procedures, regulations and statutes.

• Proficiency with Microsoft Word, Excel, and PowerPoint.

• The ability to report to work onsite 5 times a week.

• The ability to travel up to 10% of the time and independently travel to remote locations and provide site survey estimates for emerging requirements.
