Job summary

Kalman & Company, Inc. is seeking a highly motivated analyst with strong cost analysis experience to support Department of Warfare (DoW) clients in Arlington, VA.

The role involves leading cost, affordability, and schedule analyses to inform major defense programs and will require collaboration with military leaders, engineers, and program managers. The position offers a competitive salary from $110,000 to $130,000 per year, commensurate with experience, and a comprehensive benefits package.

Qualifications

  • Active Secret Security Clearance is required.
  • Bachelor’s Degree in any field and calculus/service course work as specified.
  • Ten+ years of cost experience and seven+ years DoW experience.
  • Experience supporting ACAT I programs with USAF/Space Force/IC.
  • Proficiency with Excel, Word, PowerPoint and uncertainty/risk software.
  • Ability to lead detailed tasks and multi-task under minimal supervision.
  • Strong verbal and written communication skills.
  • Experience supporting BCAs, AoAs, EAs, or other analytics studies.

Responsibilities

  • Lead cost, affordability, and schedule analyses for DoW capabilities.
  • Collect and normalize cost, technical, and program data from government entities.
  • Coordinate with senior government leadership and competency leads.
  • Conduct planning analyses, EVM analyses, and develop cost models.
  • Document and defend analyses including LCCEs, APB Section C, BCAs, EAs, AoAs, and POM submissions.
  • Develop Acquisition Strategies and related documentation for milestone decisions.
  • Develop cost databases and cost estimating relationships.
  • Forecast funding needs and prepare briefing materials for leadership.
  • Work both autonomously and as part of a team to meet goals.
  • Understand DoW acquisition processes and apply creative problem-solving.

Kalman & Company is seeking a highly motivated, performance driven individual with strong cost analysis experience to work closely with our Department of Warfare (DoW) clients. Successful candidates will have excellent communication, quantitative, research, and analytical skills and the ability to principally contribute to several of the largest and most significant studies in Kalman's portfolio. This position will require occasional meeting attendance in Arlington, VA. The salary range for this position is $110K/yr-$130K/yr depending on the candidate's commensurate experience. This position is contingent and tied to a government proposal.

Duties/Responsibilities:
  • Lead the development and maintenance of cost, affordability, and schedule analysis to support the acquisition of emerging DoW capabilities.
  • Collect and normalize cost, technical, and programmatic data from government entities
  • Coordinate with a variety of stakeholders (senior government leadership, competency leads, etc.) to collect and communicate information to help ensure the success of priority programs.
  • Conduct planning analyses, cost as an independent variable analysis, and Earned Value Management (EVM) analyses, implement estimating methodologies, and analyze data to support cost models build efforts.
  • Document and defend cost analyses including Life Cycle Cost Estimates (LCCEs), Acquisition Program Baseline (APB) Section C, Business Case Analyses (BCAs), Economic Analyses (EAs), Analyses of Alternatives (AoAs), cost/risk uncertainty analysis, trend/variance analysis, and Program Objective Memoranda (POM) budget submissions.
  • Evaluate contracting courses of action and develop Acquisition Strategies/other acquisition-related documentation to support program milestone decisions and gate reviews.
  • Develop cost databases, cost estimating relationships, and cost factors.
  • Build and defend budget requirements and forecast future funding needs.
  • Respond to congressional requests for information.
  • Assess sustainment costs associated with acquisition decisions.
  • Lead the preparation of briefing materials and other communications packages and present analysis results to program leadership and outside agencies/organizations.
  • Work autonomously and as part of a team to meet organizational and project goals.
  • Possess a strong understanding of DoW acquisition processes.
  • Address business challenges with creative problem-solving.
Required Education/Qualifications:
  • Active Secret Security Clearance.
  • Bachelor’s Degree in any field and successful completion of three semester hours of calculus and twenty-one semester hours in operations research, economics, math, chemistry, physics, or other sciences where the utilization of advanced math skills in geometry, trigonometry, statistics, probability, or quantitative analyses
  • Ten or more years of cost experience, as well as seven or more years of progressive DoW experience
  • Experience supporting ACAT I Air Force/Space Force/Intelligence community programs
  • Expert knowledge of Microsoft Excel, Word, PowerPoint, and uncertainty/risk software packages (Crystal Ball, @Risk, and/or ACEIT)
  • Ability to lead detail-oriented tasks and multi-task under minimal super vision.
  • Excellent analysis skills and experience working with large data sets
  • Experience supporting BCAs, AoAs, EAs, or other analytics studies.
  • Strong verbal and written communication skills
  • Ability to work in a fast-paced, team-oriented environment.

Preferred Education/Qualifications:
  • Experience supporting the USAF.
  • Certification in cost estimation, Integrated Program Management, and/or EVM by a recognized professional society or educational organization (CCEA, DAWIA level II, AACE EVP, PMI, PMP, etc.)
  • Specific experience estimating ballistics missiles/munitions, software, aircraft, tactical missile/munitions, and/or space and launch systems programs
