Job summary

Leidos is seeking a Senior Exercise Planner – Joint Cyber Defense Collaborative (JCDC) to support HSEEP exercise design, development, conduct, and evaluation for CISA’s NCEP. The role requires an active TS/SCI clearance and coordination with JCDC across regional exercises.

The candidate will handle planning meetings, scenario development, documentation, facilitation, and post-exercise reporting, embedding JCDC work into CISA exercises and coordinating with internal and external stakeholders.

Qualifications

• Active TS/SCI clearance required.
• Ability to obtain DHS Suitability / CISA EOD.
• 8+ years in supporting cybersecurity operations, cyber threat analysis, incident response, vulnerability management, cyber risk management, or cyber exercise planning.
• Familiarity with threat intelligence, indicators of compromise, malware reporting, vulnerability information, and adversary TTPs.
• Strong writing skills to develop polished exercise materials and documents and post-exercise products.
• Demonstrated ability to lead high-level meetings, exercise facilitation, and customer-facing presentations.

Responsibilities

• Serve as the main point of contact between JCDC members and the CISA exercise support teams.
• Participate in and coordinate with CISA/JCDC meetings to understand threat analysis and vulnerability information for cyber exercises.
• Develop and refine exercise documentation including CONOPS, EXPLAN, SITMAN, MSEL, and evaluation forms.
• Lead or support development of CT EPs and maintenance of the CTEP scenario library.
• Support end-to-end exercise execution: concept, execution, evaluation, and post-exercise reporting.
