• Serving as an expert or consultant to senior leadership on feasibility and governance of RPA/AI technologies

Join CMS and drive the strategic use of AI, robotic process automation (RPA), machine learning, and bot-enabled solutions across the nation's survey and certification programs. In this role, you'll shape how CMS modernizes oversight of Medicare and Medicaid providers, advise senior leadership, and represent the agency before Congress, GAO, OIG, and national health organizations. We are hiring a Senior IT Specialist (Robotic Process Automation and AI) to serve in the Survey & Operations Group (SOG) within CCSQ. This is a high-impact position for an experienced automation and IT professional passionate about advancing and promoting health care quality nationwide in the review of over 70,000 health care providers serving health care patients and long-term care residents.

About the Position

Reporting directly to the SOG Director/Deputy, you'll serve as the agency's point of contact and subject matter expert on the development, implementation, and ongoing operation of all of SOG's strategic automation projects. You'll lead automation strategy across survey and certification systems that touch hospitals, nursing homes, home health agencies, hospices, dialysis facilities, ambulatory surgical centers, and Rural Emergency Hospitals nationwide.

Salary:

$126,384 - $195,200/year (GS-15; varies by locality)

Responsibilities include:

• Lead development, implementation, and maintenance of SOG's automation strategy, integrating with national reporting systems used by survey staff nationwide
• Design and manage large-scale automation studies, applying advanced data analysis to complex Medicare and Medicaid datasets
• Direct the application of AI, RPA, machine learning, and bot-enabled solutions to streamline survey and enforcement processes, including CMS-2567 Statement of Deficiencies forms
• Develop policy recommendations, analyze legislative proposals, and draft formal responses to GAO and OIG reports
• Represent the Group with CMS components, Congress, State agencies, and national health organizations, negotiating among diverse stakeholders
• Support development of transformative tools, including a national complaint portal, an automated civil monetary penalty determination tool, and a mobile app for mandated reporting of nursing home abuse
• Review, analyze, and edit reports for senior leadership on quality-of-care, statistical, and demographic issues

Qualifications:

• IT-related experience demonstrating attention to detail, customer service, oral communication, and problem solving
• At least one year (52 weeks) of specialized experience at the GS-14 level, including:
• Designing or overseeing large-scale automation using RPA tools such as UiPath, Microsoft Power Automate, or Automation Anywhere
• Analyzing and reviewing automated workflows and integrations to assess performance and recommend improvements
• Planning and executing end-to-end RPA projects, from business process analysis through bot development, testing, deployment, and performance monitoring
• Serving as an expert or consultant to senior leadership on the feasibility, implementation, governance, or enterprise-wide adoption of RPA or AI technologies
