Job summary

Blue Shield of California is seeking a Sourcing Specialist Consultant to support the Ascendiun Family of Companies by driving strategic sourcing, supplier management, and complex contracting across technology domains. The role partners with Legal, Privacy, Security, Finance, and IT to ensure compliant, value-driven agreements and auditable documentation.

The position is hybrid in California, requiring in-office presence two days weekly, with flexibility based on business needs.

Qualifications

• Requires a Bachelor's degree in business, supply chain, finance, technology, legal studies, or related field.
• Minimum 7 years in strategic sourcing, supplier management, technology procurement, and complex contract negotiations.
• Five or more years negotiating technology agreements (SaaS, cloud, data services, cybersecurity, managed services, outsourcing, telecom).
• Proven ability to manage a high-volume portfolio in a fast-paced, matrixed environment.
• Outstanding written and verbal communication, translating requirements into sourcing strategies and contracts.
• Strong stakeholder management across senior leaders and cross-functional partners.
• Knowledge of technology market trends, SaaS, cloud, data platforms, AI-enabled services.

Responsibilities

• Drive measurable sourcing outcomes and strengthen supplier partnerships.
• Serve as strategic sourcing advisor to technology and business leaders.
• Influence demand, supplier selection, and spend decisions to deliver value.
• Lead supplier selection processes including RFx events and evaluations.
• Advance supplier diversity and inclusion aligned with business needs.
• Coordinate due diligence, onboarding, risk review, and compliance activities.
• Lead end-to-end negotiations across cloud, software, data, services, outsourcing, telecom.
• Develop negotiation strategies using BATNAs and total-cost-of-ownership models.
• Structure scalable commercial models including consumption-based commitments and renewal protections.
• Enable cloud, digital, AI, and technology transformation initiatives through sound agreements.
• Partner with Legal, Privacy, Security, Finance, and IT to resolve contract issues.
• Guide stakeholders from intake to signature with clear requirements and audit-ready docs.
• Improve efficiency with standard templates and escalation paths.
