Job summary

Jobtailor in Phoenix, AZ is seeking an IT software procurement specialist to manage end-to-end SaaS and software acquisitions, renewals, licensing optimization, and vendor management.

You will develop RFQs, RFPs, and RFIs, perform research and financial analysis, negotiate contracts, and collaborate with IT, Legal, Finance, and Information Security to align procurement with policy, cost, and operational needs.

Qualifications

• 3+ years of IT Software Procurement experience.
• Experience with IT procurement and purchasing.
• Experience with software/SaaS procurement.
• Vendor evaluation and supplier selection experience.
• Contract and procurement management experience.
• Knowledge of RFQ/RFP/RFI processes.
• Research and analysis skills.
• Negotiation skills.
• Strong communication and stakeholder-management skills.
• Knowledge of SaaS, PaaS, RaaS, and IaaS licensing models.
• IT asset lifecycle and licensing management knowledge.
• Knowledge of per-user, per-core, and consumption-based licensing.
• Knowledge of ISO-9902 Cloud Procurement Framework.
• Experience with software contract renewals and license optimization.
• Strategic contract negotiation experience, including SLAs, data sovereignty, and renewal caps.
• Complex enterprise-level RFP/RFQ development and scoring experience.
• SOW development experience.
• TCO and ROI analysis experience.
• Experience working with IT, Legal, Finance, and InfoSec teams.
• Local Phoenix-area candidate.
• Eligible to convert to an FTE.
• State of Arizona cannot sponsor visas.

Responsibilities

• Manage end-to-end IT software procurement and SaaS acquisitions.
• Handle contract renewals, licensing, license optimization, and vendor management.
• Evaluate IT vendors, products, and services and provide supplier recommendations.
• Support and develop RFQs, RFPs, and RFIs.
• Conduct research, financial analysis, and service evaluations.
• Support vendor negotiations and contract terms.
• Collaborate with IT, Legal, Finance, and Information Security stakeholders.
• Manage procurement projects, milestones, stakeholders, and timelines.
• Ensure procurement activities align with state rules, regulations, financial principles, and business requirements.
• Evaluate software and IT services based on cost-efficiency, compliance, and operational requirements.
• Support agency-wide procurement of software, SaaS, hardware, cloud infrastructure, telecommunications, IT implementation, advisory services, managed services, and emerging technologies.
