Responsibilities

  • Implement end-to-end API and integration delivery from requirements through testing and support.

  • Maintain CI/CD pipelines with GitHub Actions and document work in Azure DevOps Boards.
  • Lead and mentor on mid-size to large integration projects when needed.

Job description

We are the Metropolitan Council, the regional government for the seven-county Twin Cities metropolitan area. We plan 30 years ahead for the future of the metropolitan area and provide regional transportation, wastewater, and housing services.

Information Services is the central IT department within the Regional Administration (RA) division that supports all divisions of the Metropolitan Council. Our 140 team members provide technology, practices, and innovative solutions that enable the Council's core services.

How your work would contribute to our organization and the Twin Cities region:

The Senior Integration Software Engineer designs, develops, tests, and maintains APIs and integration solutions. This includes analysis, release, and deployment of APIs and Integration solutions on multiple platforms. They collaborate with technology and business units and, as needed, with technology partners to provide guidance, make recommendations, and build APIs and integration solutions that make data available to systems and/or users such as software engineers.

The Senior Integration Software Engineer ensures the security, performance, and availability of APIs and integration solutions. They consistently communicate the value of standardized integrations and development processes. They are a strong teammate and can listen, lead, and mentor others effectively.

The ideal candidate has a high degree of expertise in APIs and integration technologies. They work on small to large integration projects and have excellent interpersonal skills, the ability to work independently, take direction, and think innovatively. They are curious and have a proven track record of developing successful integration solutions.

Full Salary Range: $46.06 - $74.71 Hourly $95,804.80 - $155,396.80 Annually

Note: The hiring salary will be based on the selected candidate’s qualifications, the Council’s internal pay structures, and the total compensation package.

Note: This position offers a hybrid work arrangement, with both remote and onsite options. The candidate’s permanent residence must be in Minnesota or Wisconsin.

What you would do in this job
  • Implement end-to-end API and Integration delivery, including requirements, design, development, documentation, testing, maintenance, and support.
  • Work with Microsoft Azure Tools to deploy code to the Azurecloud environment
  • Use Microsoft Visual Studio 2022 or higher, Visual Studio Code, and other development tools for custom software development and maintenance.
  • Utilize GitHub for source control and GitHub Actions for CI/CD pipelines.
  • Use Azure DevOps Boards to document user stories and tasks and coordinate work.
  • Assistwith the development, implementation, and distribution of standards and best practices for API and Integration development
  • Troubleshoot, diagnose, and resolve integration performance and functionality issues.
  • UseTerraform to create and update Azure resources.
  • Partner with project managers to estimate effort, assign tasks, and track progress to meet timelines and realign project efforts when work is off-course or solutions are not technically feasible.
  • Conduct code reviews for quality, security, and adherence to development standards.
  • Develop andmaintainunittestsfor custom-built APIs and Integrations.
  • Ensure ongoing stability and performance of deployed APIs and Integrations.
  • Provide guidance and technical development support to Software Engineers if needed.
  • Stay current with industry trends, tools, and technologies to continuously improve application development practices.
  • Maintain acontinuousimprovement mindset.
  • Document data movement, write requirements and technical documentation for integration solutions and user acceptance test plans.
  • May serve as technical lead on mid-size to large integration development projects.

Any of the following combinations of completed education (bachelor’s degree in Computer Science, Information Systems, or a closely related field) and professional experience designing, developing, supporting, and maintaining API’s and other Integration solutions.

  • Master’s degree and (3) years of experience
  • Bachelor's degree and (5) years of experience
  • Associate's degree and (7) years of experience
  • High school diploma/GED and (9) years of experience
Knowledge, Skills, and Abilities Required:
  • Experience developing integration solutions using C# and .NET 8 and above, using the ASP. Net Minimal API framework, and Azure Functions.
  • Strong understanding of REST and SOAP-based APIs.
  • Experience with Integration Tools (Preferred: Microsoft Azure Integration Tools) to build integration solutions, including Azure Service Bus, Azure Logic Apps, Application Insights, and more.
  • Experience using GitHub Enterprise for source control and GitHub Actions for CI/CD Pipeline
  • Experience using and managing APIs in APIM
  • Ability to serve as a subject matter expert in the Secure Software Development Lifecycle
  • Ability to gather and understand stakeholders’ requirements, needs, and objectives to ensure solutions meet business expectations
  • Experience writing integration functional and technical requirements and test documents
  • Ability to examine and understand existing code efficiently
  • Ability to work effectively with IT professionals, project managers, business partners and vendors
What additional skills and experience would be helpful in this job (desired qualifications):
  • Experience using Postman for testing APIs.
  • Experience using Agent-to-Agent (A2A) protocols and/or Model Context Protocol (MCP).
  • Understanding the OWASP Top 10 security risks for APIs
  • Designing, developing, and maintaining data integrations (data pipelines/ETL/ETL-extracting, transforming, and loading data) using various types of data sources and sinks
  • Experience using Terraform to create Azure Resources
  • Experience working with Azure Virtual Networks to connect cloud and on-premises resources.
  • Understanding of database design principles and experience writing SQL Server and Oracle-based queries.
  • Understanding of how to utilize multiple integration patterns to build solutions that best suit data movement requirements.
  • Experience working with Databricks or other Data Warehouses.
  • Understanding of GraphQL and gRPC.

What your work environment would be:

You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites, and periodic after-hours availability for incident escalations or major service disruptions.
