Job summary

MELE Associates, Inc. is seeking a senior Insider Threat professional for its Germantown, MD on-site role. The position focuses on developing insider threat positions, coordinating with multiple teams to enhance protection technologies, and ensuring alignment with NNSA and DOE benchmarks.

The candidate will analyze policy data, support information sharing, and help craft enterprise-wide risk mitigation strategies while maintaining compliance with federal standards and program requirements.

Qualifications

  • 10+ years of cybersecurity or security field experience.
  • 5+ years supporting a federal agency Insider Threat program.
  • In the past 5 years: CERT Insider Threat Program Manager Certificate; CERT Insider Risk Management Measures of Effectiveness Certificate; or Certified Counter-Insider Threat Professional (Fundamentals & Analysis).
  • Bachelor’s degree or equivalent may substitute 4 years of experience.

Responsibilities

  • Develops NNSA Insider Threat positions using gov and commercial systems to detect insider threats.
  • Collaborates with cross-functional teams to enhance security tech—DLP, SIEM, UEBA.
  • Collects and analyzes policy data to support coordination and information-sharing processes for insider threats.
  • Formulates NNSA policy positions to support enterprise-wide insider threat risk mitigation.
  • Develops NA-70 strategies for data access for insider threat analysis from multiple sources.
  • Tracks actions from data sharing findings and coordinates input to DOE ITP annual reports.
  • Works with ITP stakeholders to assess resources and identify needed support for data sharing.

Description

ESSENTIAL FUNCTIONS

  • Develops NNSA Insider Threat positions to support detection and analysis of Insider Threats using government and commercial systems for identifying suspicious activities and potential insider threats, utilizing data analytics to discern irregular patterns and behaviors.
  • Collaborate with cross-functional teams to elevate the efficacy of security technologies, encompassing Data Loss Prevention (DLP), Security Information and Event Management (SIEM), and User and Entity Behavioral Analytics (UEBA), in safeguarding sensitive information.
  • Collects and analyzes policy and disparate information to assist NNSA Insider Protection Program Manager and NNSA Local Insider Threat Working Groups to coordinate and develop comprehensive information sharing processes for managing insider threats, ensuring adherence to NITTF and DOE benchmarks and regulatory mandates.
  • Formulates NNSA policy positions to provide NNSA enterprise-wide information sharing insider threat risk mitigation strategies to better integrate DOE ITP responsibilities, ensuring that the DSO can centrally manage all aspects of the ITP.
  • Develops NNSA NA-70 strategies for accessing data for insider threat analysis from multiple sources.
  • Developing processes to track actions taken in response to data sharing findings and recommendations NNSA ITP receives from independent assessments and provide coordinate NNSA input to DOE ITP annual reports to include actions ITP has taken to address program assessment findings and recommendation NNSA ICW with contracting officers, to ensure contractor specific data sharing ITP responsibilities are clearly stated and consistently applied across sites.
  • NNSA work with ITP stakeholders to assess the programs human, financial and technical resources and make recommendations identify all departmental resources that support ITP data sharing.

MINIMUM QUALIFICATIONS

  • 10 years’ experience in cybersecurity or security related field
  • 5 years’ experience supporting a federal agency Insider Threat program
  • Within the past 5 years:
    • CERT Insider Threat Program Manager Certificate,
    • CERT Insider Risk Management Measures of Effectiveness Certificate, or
    • Certified Counter-Insider Threat Professional (Fundamentals & Analysis)
  • A bachelor’s degree or similar credential may be substituted for 4 years of experience

Active Q or TS clearance w/ SCI eligibility or Favorably adjudicated Tier V personnel security background investigation not more than 4.5 years from proposed entry onto contract.

LOCATION: This is a full-time on-site position in Germantown, MD with 20% travel.

SALARY:Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position. The salary range for this position is $160K to $175K.
