Job summary

Bailey Information Technology Consultants, LLC is seeking an ICAM Architect to provide architectural oversight for the NGA ICAM modernization, including PEP/PIP/EMS/RPMS and cloud-ready transitions. You will define target architecture, guide engineering teams, and map legacy-to-modern transitions with a focus on security and interoperability.

Qualifications

• Master’s degree in STEM or equivalent with 10+ years of experience, or a Bachelor’s degree with 12+ years.
• Proven experience as solutions/enterprise architect on complex modernization, security, or ICAM programs.
• Strong background designing distributed systems, microservices, and cloud-native solutions.
• Experience guiding ICAM modernization and identity technology initiatives.
• Familiarity with Agile methods and PI planning.

Responsibilities

• Define and maintain the enterprise ICAM architecture across PEP/PIP/EMS/RPMS modernization.
• Develop end-to-end patterns for identity, attribute services, authorization flows, and policy lifecycle.
• Partner with Technical Lead to validate roadmaps, decisions, and integration strategies for on‑prem and cloud-native components.
• Translate mission needs into technical requirements, diagrams, data models, and interface specs.
• Oversee design of PEP/PIP interfaces supporting ABAC, dynamic policy evaluation, and event-driven decisions.
• Architect EMS and RPMS capabilities including resource registration and policy automation.
• Provide architectural guidance to DevOps and software teams for scalable, secure solutions.
• Conduct architectural reviews, risk assessments, and compliance verifications.
• Identify opportunities for innovation in identity services and authorization models.
• Advise program management on technical strategy, planning, and customer engagement.
