Job summary

Celestar, a B&A Company, is seeking a Senior HUMINT Collections Manager to join our team in Washington, DC, supporting an important mission with a dedicated group of analysts and collectors.

You will lead HUMINT collection initiatives, manage large datasets and visualizations, develop tools, and oversee training to sharpen skills while coordinating with the intelligence community to deliver actionable intelligence.

Qualifications

• Master’s degree preferred with 12+ years HUMINT collection mgmt experience or a bachelor’s degree plus 17 years total experience.
• Experience with HUMINT intelligence automated systems and modern analysis tools.
• Strong written and oral communication for presenting complex ideas clearly.

Responsibilities

• Lead HUMINT collection missions with managers, analysts, and users to hit mission targets.
• Use advanced collection systems to keep operations aligned with mission needs.
• Collaborate with the IC to bridge gaps and develop actionable strategies.
• Partner with analysts and collectors to refine collection plans and strategies.
• Manage large datasets, produce visualizations, and create models to illustrate findings.

Responsibilities

• Team up with collection managers, analysts, and consumers to ensure our HUMINT collection missions hit the mark.
• Utilize cutting-edge collection systems to keep our operations focused and aligned with mission needs.
• Collaborate with the entire intelligence community (IC) to bridge gaps and develop strategies that deliver.
• Partner with all-source analysts and collectors to fine-tune collection plans and strategies.
• Manage large datasets, ensuring consistency, producing visualizations, and creating models to bring intelligence findings to life.
• Develop tools and methods to assess collection success, ensuring we’re constantly improving.
• Produce actionable feedback and identifying opportunities for refining our collection approach.
• Lead training programs to help collectors sharpen their skills and stay ahead of the game.

Education and Experience

• Master’s degree is preferred, along with 12+ years of experience as a HUMINT Collection Manager or equivalent or bachelor's degree plus an additional five years of experience totaling 17 years of experience.

Required Skills

• Experience working with HUMINT intelligence automated systems.
• Familiarity with the latest intelligence analysis tools.
• Knowledge of HUMINT reporting oversight and security guidelines.
• Excellent written and oral communication skills for presenting complex ideas in a clear and engaging way.
• Experience managing research and coordination projects

Desired Skills

• Detailed knowledge of key programs and products from agencies like DIA, NSA, CIA, DEA, FBI, DOT, and DOS is a huge plus!
• Graduate of an in-residence basic HUMINT Collection course (DSDC or equivalent) preferred.

Security Clearance

• TS/SCI with CI Poly

Pay Range: $140,000-$145,000
