Qualifications

ESS PROGRAM OFFICE – POLICY UNIT

POSITION LOCATED IN THE CENTRAL REGION – CIRCUIT 5 (Ocala), 9 (Orlando, Kissimmee), 10 (Lakeland) and 18 (Orlando, Sanford or Rockledge)

Position Description

This is a responsible professional position requiring advanced expertise in the Economic Self-Sufficiency (ESS) program areas, including extensive knowledge of program concepts, policies, and operations procedures, Federal and State Laws and regulations, the worker portal, document imaging, and the FLORIDA computer system. This position is responsible for identifying and analyzing complex management problems, and developing, recommending, and implementing solutions with a focus on data analysis, Analytics, and quality management. The individual occupying this position is responsible for ensuring that policies and procedures of the ESS programs, as assigned, are administered correctly and efficiently through accuracy and data analysis.

Position Duties

Duties include but are not limited to:

  • Interprets, coordinates, and communicates program policies and procedures developed by the State Program Office to Operations staff on a continuing basis concerning the ESS programs.
  • Identifies deficiencies, analyzes program effectiveness and efficiencies. Makes recommendations and interpretations regarding the solution of program problems.
  • Monitors program service areas for compliance with federal and state program and fiscal regulations and policies. Monitors factors affecting quality and quantity of service provision, and uniformity of service delivery.
  • Compiles statistical reports and prepares correspondence as requested.
  • Provides technical assistance on FLORIDA and all data support system and reports to include Analytics data analysis and data management.
  • Makes specific recommendations for improving program compliance capabilities and areas of management where additional evaluation is needed.
  • Develops and coordinates implementation strategies for problems assigned in accordance with federal, state and department objectives.
  • Reviews proposed changes in laws and regulations to determine the impact on departmental policy and processes.
  • Performs related work as required.
  • Complies with and monitors compliance (when applicable) of the mandatory requirements in section 215.422, F.S. and Chapter 3A-24 of the F.A.C.
  • Knowledge, skills, and abilities, including utilization of equipment, required for the position: Ability to organize and time management. Knowledge of public assistance policies and procedures. Knowledge of computer software. Computer Skills. Ability to prepare and present information to the public and other groups regarding public assistance programs. Training skills.
Knowledge, Skills, And Abilities
  • Knowledge of the principles and techniques of effective communication; office procedures and practices; basic arithmetic and statistics.
  • Ability to deal with the public in a tactful, courteous, and effective manner; speak clearly and correctly; listen effectively.
  • Knowledge of the rules, requirements, and processes of the Family Track programs.
  • Knowledge of all required systems utilized to determine eligibility, process, and dispose of cases for Food Assistance, Temporary Cash Assistance and Family Medicaid.
  • Training experience/abilities
Minimum Requirements
  • 3 years experience as an ESS ll or higher with the Florida Department of Children and Families.
  • 2 years experience in Family Track programs.
Preferred Qualifications
  • 2 years experience as an ESS Supervisor or above with the Florida Department of Children and Families.
