Job summary

Scarsella Bros., Inc. is seeking a Senior HR Generalist to support our Pacific Northwest team, manage day-to-day HR functions, and serve as the designated EEO Officer.

The role covers employee relations, compliance, recruiting, benefits administration, and coordination with payroll, with heavy emphasis on union rules and collective bargaining agreements.

Candidates should be highly organized, capable of working independently, and able to communicate effectively across all levels of the company.

Qualifications

  • Bachelor's degree in HR, business, or a related field.
  • 3–5 years of progressive HR experience including employee relations.
  • Experience in construction or union environment preferred.
  • Familiarity with EEO, affirmative action, and federal contractor compliance.
  • SHRM-CP/SHRM-SCP/PHR/SPHR certification preferred but not required.

Responsibilities

  • Serve as primary HR resource for employees and supervisors regarding workplace policies, employee relations, benefits, leave, and other HR matters.
  • Provide guidance to supervisors regarding performance management, coaching, disciplinary action, and employee concerns.
  • Manage employee relations matters and conduct fair, thorough, and well-documented workplace investigations.
  • Serve as the company’s designated EEO Officer and help ensure compliance with applicable equal employment opportunity and affirmative action requirements.
  • Maintain required EEO documentation and assist with compliance reviews, audits, reporting, and employee concerns or complaints.
  • Partner with company leadership to promote a professional, inclusive, and discrimination-free workplace.
  • Assist with the interpretation and application of collective bargaining agreements and applicable union requirements.
  • Work with union representatives and company leadership regarding employee concerns, grievances, dispatch matters, and other labor-related issues.
  • Coordinate recruiting, interviewing, hiring, onboarding, and offboarding processes.
  • Prepare offer letters, employment agreements, disciplinary notices, separation documents, and other employee communications.
  • Administer employee leave, including FMLA, Washington Paid Family and Medical Leave, and other applicable leave programs.
  • Coordinate workplace injury and workers’ compensation matters with the company’s safety and risk-management personnel.
  • Maintain personnel records and ensure employee information is complete, accurate, and confidential.
  • Monitor compliance with federal, state, and local employment laws.
  • Review and update employee policies, procedures, job descriptions, and the employee handbook.
  • Coordinate employee training, including harassment prevention, supervisory training, EEO training, and other compliance-related programs.
  • Assist with annual compensation reviews and wage analysis.
  • Partner with payroll and accounting personnel to ensure employee changes are communicated and processed accurately.
  • Support employee engagement, recognition programs, company events, and internal communications.
  • Track and report relevant HR and EEO information.
  • Perform other human resources and administrative duties as needed.

We are seeking an experienced, approachable, and highly organized Senior Human Resources Generalist to support our employees and help strengthen our human resources operations.

This is a hands-on position responsible for managing day-to-day HR functions and serving as a trusted resource for employees and supervisors. This individual will also serve as the company’s designated Equal Employment Opportunity (EEO) Officer. The ideal candidate exercises sound judgment, communicates effectively, and is comfortable working independently across employee relations, compliance, recruiting, benefits administration, and other areas of human resources. Experience within the construction industry and familiarity with union rules and collective bargaining agreements are strongly preferred.

Qualifications
  • Bachelor’s degree in human resources, business administration, or a related field preferred
  • Three to five years of progressive human resources experience, including experience advising supervisors and handling employee relations matters
  • Previous HR experience in construction, heavy civil, manufacturing, or another field-based industry strongly preferred
  • Familiarity with union rules, collective bargaining agreements, labor relations, and union benefit programs preferred
  • Knowledge of EEO, affirmative action, and federal contractor compliance requirements preferred
  • Working knowledge of federal and Washington employment laws and HR best practices
  • Experience administering employee benefits and protected leave programs
  • Strong written communication, documentation, and interpersonal skills
  • Ability to handle sensitive and confidential information with professionalism and discretion
  • Sound judgment and the ability to address difficult situations calmly, consistently, and fairly
  • Strong organizational skills and the ability to manage competing priorities
  • Ability to work independently while collaborating effectively with employees and leadership
  • Proficiency with Microsoft Office and experience using HRIS and payroll systems
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred but not required
Compensation and Benefits
  • Salary range of $85,000-$110,000 annually, depending on qualifications and experience
  • Medical, dental, and vision insurance premiums paid 100% by the company for the employee
  • Dependent coverage available at an additional cost to the employee
  • Employer-funded 3% safe harbor 401(k) contribution after 90 days of employment
  • After one year of employment, a 50% employer match on the first 3% of the employee's 401(k) contributions
  • 120 hours of accrued paid time off
  • Eight paid holidays each year
Position Details

  • Occasional travel to jobsites or regional offices may be required
