Job summary

MELE Associates, Inc. seeks an HR Specialist to deliver professional HR support for a National Nuclear Security Administration program office in the Washington, DC area.

Responsibilities include recruitment, staffing, classification, onboarding, and workforce planning for federal and matrixed staff. The ideal candidate has deep DOE/NNSA policy knowledge, pay-banding familiarity, and experience with the federal hiring lifecycle, capable of discreet work in a fast-paced national security

Qualifications

• Bachelor's degree in HR, Business Administration, Public Administration, or related field.
• 8+ years of progressive HR experience directly supporting DOE/NNSA programs.
• Active DOE Q or DoD TS clearance, or ability to obtain.
• Expert knowledge of federal HR management, including Title 5 staff regulations, OPM standards, and NNSA pay-banding.
• Experience with DOE/NNSA HR systems: CHRIS, Workday, USA Staffing, USAJOBS, USA Hire, eOPF, e-QIP/eApp.

Responsibilities

• Advise leadership on workforce recruitment and retention strategies; assist in job analyses and hiring assessments.
• Classify scientific, engineering, professional, and technical positions per OPM standards and NNSA pay-banding; prepare position descriptions and recommendations.
• Research and interpret federal HR laws and DOE/NNSA policy to inform management decisions on employee relations matters.
• Coordinate onboarding and track personnel actions in CHRIS/Workday; monitor status through DOE HR systems.
• Manage recruitment casework and applicant workflow within USA Staffing; monitor USAJOBS postings and USA Hire assessments where applicable.
• Track clearance-related HR actions with security offices (L- and Q-level) in coordination with security.
• Maintain accurate personnel files and eOPF documentation ensuring privacy and records-retention compliance.
• Assist in workforce planning, staffing reports, and organizational charts for leadership decisions.
• Research, interpret, and summarize HR policy; prepare written guidance and briefing papers.
