Job summary

North Carolina Community Health Center Association is seeking an experienced Human Resources Manager to plan, direct and implement HR policies across the organization. You will oversee payroll, benefits, onboarding, and staff development while ensuring compliance with federal, state, and labor laws.

As a senior member of the management team, you will negotiate with vendors, lead recruitment and retention strategies, and guide leadership development.

Qualifications

• Bachelor’s degree in business administration or related field; Master’s degree or HR certification is a plus.
• Experience in high-level negotiation of benefits, payroll and 401K administration.
• Knowledge of federal and state labor laws and compliance requirements.

Responsibilities

• Direct HR staff and oversee HR functions including payroll, benefits, recruiting and onboarding.
• Develop HR strategies and align with organizational objectives; establish department accountabilities.
• Implement HR policies, training, records management, and compliance with laws.
