Job summary

The City of Frederick seeks a Grant Manager to oversee federal and state grant programs, including CDBG, HOME, and other funding streams. The role involves managing plans, budgets, compliance, and reporting, with frequent interactions with government officials and community partners.

Ideal candidates will have HUD/CDBG experience, strong grant administration skills, and the ability to guide staff and sub-recipients through complex regulatory requirements.

Qualifications

• Bachelor's degree in urban planning, public administration, or related field preferred; five years may substitute.
• Two years of HUD/CDBG administration experience required or substituted by other relevant experience.

Responsibilities

• Administers all aspects of the City’s CDBG Program, including Consolidated Plan and annual actions.
• Prepares HUD reports including CAPER and environmental reviews.
• Maintains IDIS data and ensures compliance with program terms.
• Provides technical assistance to staff and sub-recipients on grant requirements and regulatory compliance.
• Makes presentations at public meetings and coordinates with multiple city departments.
