Job summary

Cadmus seeks candidates to support upcoming homeland security exercise programs for public and private sector clients. You will assist in designing, executing, and evaluating exercises across terrorism, cybersecurity, and natural disasters while also supporting policy analysis and strategic planning.

Applicants should have a bachelor’s degree in a relevant field, at least five years of experience, and the ability to travel domestically.

Qualifications

• Bachelor’s degree in emergency management, homeland security, public policy, or related field.
• Minimum of five years of professional experience on exercise planning, emergency management, or homeland security projects.
• Working knowledge of HSEEP principles, processes, and documentation.
• Experience coordinating with multidisciplinary teams and stakeholders.
• Strong research, analytical, writing, and presentation skills.
• Ability to travel domestically as required.
• U.S. Citizen with ability to earn a favorable Public Trust clearance and/or DHS Suitability.

Responsibilities

• Independently support planning, design, conduct, and evaluation of HSEEP exercises.
• Lead assigned exercise planning workstreams and coordinate with staff, clients, and SMEs.
• Develop exercise objectives, scenarios, manuals, facilitator guides, and reports.
• Support planning meetings and sessions with government and private-sector stakeholders.
• Conduct research on homeland security, cybersecurity, emergency management risks.
• Translate technical policy into clear exercise materials and briefings.
• Coordinate exercise logistics, communications, records, and action-item tracking.
• Analyze evaluator observations and identify findings and improvements.
• Review products for accuracy, formatting, and compliance.
• Manage tasks to schedules and communicate risks to leadership.
