Job summary

Cadmus is seeking a senior exercise planner to lead and execute complex homeland security exercises. You will design, conduct, evaluate, and improve exercises, advise clients on strategy, and coordinate multi-stakeholder events across federal, state, and private sectors.

Domestic travel will be required. We expect a decade of relevant experience, a strong track record with HSEEP, and the ability to communicate clearly with executive audiences.

Qualifications

• Bachelor’s degree in emergency management, homeland security, national security, public policy, political science, cybersecurity, or a related field.
• 10+ years of professional experience in exercise planning, emergency management, homeland security, cybersecurity, critical infrastructure, or related fields.
• Extensive experience leading the design, delivery, and evaluation of complex HSEEP exercises.
• Demonstrated expertise in discussion-based exercise design and facilitation.
• Ability to travel domestically as required.
• U.S. Citizen with ability to earn a favorable Public Trust clearance and/or DHS Suitability.

Responsibilities

• Serve as a senior exercise planning and HSEEP subject-matter expert for government exercise programs.
• Provide technical direction for design, conduct, evaluation, and continuous improvement of exercises.
• Advise clients on exercise strategy, priorities, stakeholder engagement, scenario design, evaluation criteria, and improvement planning.
• Lead multi-stakeholder exercises involving federal, state, local, tribal, territorial, private-sector, and critical infrastructure participants.
• Oversee multiple exercise workstreams or project teams and ensure consistency of deliverables and communications.
• Lead planning meetings and facilitate executive briefings, workshops, tabletop exercises, after-action discussions, and other sessions.
• Establish exercise design approaches and provide final technical and QA review of major deliverables.
• Guide development of scenarios, objectives, evaluation criteria, injects, reports, and Improvement Plans.
• Resolve complex challenges in coordination with project and client leadership.
• Coach and mentor exercise planners and promote HSEEP quality standards.
• Support leadership with work planning, risk management, and client relationship management.
• Contribute to methodologies, tools, templates, lessons learned, and program-level recommendations.
