JMT is seeking a Senior Highway Project Manager to oversee a diverse portfolio of projects and ensure successful delivery through effective technical management, quality assurance, schedule optimization, and budget oversight. This position supports the full project life cycle, including the identification of prospective opportunities, advancement of marketing initiatives within targeted growth markets, and provision of leadership, guidance, and mentorship to project teams. The Senior Project Manager will play a key role in maintaining alignment with JMT’s organizational objectives and will have opportunities for continued professional and organizational growth.

Essential Functions and Responsibilities

General

• Manages project(s) in accordance with scope, schedule, and budget
• Collaborates across disciplines and with teaming partners to develop a risk‑averse project scope and fee
• Develops project‑specific deliverables (plans, specifications, estimates, and other required documentation)
• Implements and maintains Project Management Plans and QA/QC during the project lifecycle
• Creates and maintains project schedules
• Manages subconsultants
• Monitors and executes project progress, including identifying and mitigating risk, developing extra‑work order requests and open‑end contract task proposals
• Communicates project status updates and items of note to internal and external stakeholders
• Participates in office’s project financial status meetings
• Builds relationships with clients to understand preferences and requirements to set up and execute a quality project
• Prepares progress reports and reviews invoices
• Develops and leads in project status reports and presentations
• Facilitates an office culture of caring about clients, staff, community, quality, and safety

Marketing & Business Development

• Leads the marketing/proposal process including SMART Go/No Go decisions, proposal development, interviews, and developing a win strategy
• Collaborates with Section Head and Office Leader on identifying leads and opportunities based on strategic goals
• Assists Section Head and Office Leader with developing strategic goals based on client program information and related data
• Develops and maintains a strong network of clients and other industry stakeholders

Project Oversight

• Coordinates and guides all technical resources within the project team to ensure delivery of a high‑quality outcome
• Leverages advanced knowledge and experience with the client and project type to analyze the project, anticipate potential risks (such as overruns and scope changes), and implement effective mitigation strategies
• Implements strategies for project tracking and reporting by using project performance metrics to foresee and mitigate issues

Staff Mentorship

• Provides coaching and mentorship to the project team through one‑on‑one check‑in meetings and various project debriefs to acknowledge achievements, identify areas for improvement, and share lessons learned
• Leads and manages team members by providing leadership and continuous performance management (setting expectations, goals, feedback, 1:1 meetings, coaching) that supports the growth and development of the team

Required Skills

• Bachelor’s degree in civil engineering or a related field from an ABET‑accredited engineering program
• Professional Engineer’s Texas License
• 15+ years of experience
• Manages multi‑disciplined project teams
• Proficiency in Microsoft Office
• Strong communication skills
• Strong presentation skills
• Business development experience

Preferred Experience

• Experience working with local clients
• Experience with multiple project delivery methods such as Design‑Bid‑Build, P3, and Capital Improvement Projects

Working Conditions

Work is performed within a general office environment 95% of the time. The work is generally sedentary but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment. Field work is required on occasion, where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs) may be required as needed.
