Job summary

The Institute for a Disaster Resilient Texas (IDRT) at Texas A&M University is seeking an exceptional technical writer and planning expert to advance hazard mitigation planning and community resilience. You will develop FEMA-compliant plans, conduct risk analyses, and coordinate stakeholder reviews while leveraging GIS, data analysis, and AI tools to strengthen resilience.

Qualifications

• Bachelor’s degree in urban planning, Emergency Management, Geography, Public Administration, Environmental Science, Engineering, Natural Resources, or related field.
• Eight years of related experience in hazard mitigation planning, resilience planning, emergency management, climate adaptation, or related field.
• Master’s degree preferred; professional certifications (CFM/AICP/CEM) are a plus.

Responsibilities

• Develop and update FEMA-compliant Hazard Mitigation Plans.
• Serve as principal contributor for planning documents and resilience assessments.
• Conduct hazard identification, vulnerability analyses, and risk assessments.
• Develop mitigation goals and action strategies for long-term community resilience.
• Coordinate plan development through stakeholder review, adoption, and FEMA approval.
• Prepare technical reports, planning documents, white papers, and related deliverables.
• Facilitate planning committee meetings, workshops, and public engagement.
• Apply AI and advanced analytics to support planning and research activities.
• Support proposal development for federal, state, and private funding.
• Integrate demographic, environmental, and geospatial data into research outputs.
