Job summary

Police Athletic League (PAL) in New York City seeks a Budget & Contracts Manager to lead the Grants & Contracts Accounting team within the Fiscal Department. You will oversee contract billing, reporting, and budget development, ensuring compliance and efficiency across government and foundation portfolios.

Qualifications

• Bachelor’s degree in accounting, finance or business management.
• 3 years of progressive, hands-on experience in non-profit or government agency grants and contracts accounting.
• Proven ability to supervise accounting staff, manage workloads, and provide feedback.
• Advanced proficiency in Microsoft Excel and deep operational knowledge of fund accounting software.
• Direct experience owning month-end and year-end grant reporting cycles, supporting grant budget development, executing complex budget modifications, and managing full revenue-reimbursement lifecycles.
• Experience liaising with government funding agencies and internal program directors regarding grant compliance and costs.
• Excellent analytical, time management, and written/verbal communication skills.

Responsibilities

• Supervise, train, and mentor the Grants & Contracts Accountants; establish tracking workflows and cross-train staff on vouchering and allocations.
• Serve as the internal review and approval authority for contract vouchers, invoices, and financial reports before portal submission.
• Help develop contract budgets and modifications; coordinate with staff to manage portal negotiations.
• Monitor portfolio spending against budgets; identify risks and suggest mitigation strategies.
• Oversee reconciliation of general ledger to contract billings and manage receivables and advances.
• Act as primary contact for government funding agencies and ensure compliance and reporting.
