Celestar Corporation, based in Virginia, is seeking a Senior Geospatial Analyst (OBI Advanced Analytic Method Augmentation) to support the Defense Intelligence Agency (DIA). The role includes conducting geospatial analysis and providing expertise on emerging methods and tools.

The ideal candidate will have extensive experience in geospatial analysis, a pertinent degree, and the GEOINT Professional Certification. This opportunity is critical for supporting DIA's analytic capabilities.

Qualifications

• At least 12 years of experience related to geospatial analysis with a master’s degree.
• Possess GEOINT Professional Certification - Geospatial Analysis (GA-II).
• Ability to work independently with minimal oversight.

Responsibilities

• Conduct geospatial analysis using various methodologies and tools.
• Provide analysis on terrain mapping and route planning.
• Serve as the primary POC for geospatial expertise on the contract.

The primary place of performance will be at DIA Facilities across the National Capital Region (NCR). Responsibilities

• Conduct geospatial analysis of objects, networks, and persons using geospatial tools, methodologies, spatial-temporal data, imagery, social and physical sciences.
• Exploit imagery, vector, and other data types to include non-geospatially correlated data to locate, identify, and map objects in the spatial domain.
• Provide analysis on, but is not limited to, terrain mapping, route planning, and maritime geospatial activity.
• Possess in depth knowledge and experience in conducting geospatial analysis of objects, networks, and persons using geospatial tools, methodologies, spatial-temporal data, imagery, social and physical sciences.
• Possess in-depth knowledge of integrating geospatial data into all source products or analytical workflows, and at building and explaining geospatial models that leverage statistics, data science, and appropriate quantitative methods.
• Analyze and characterize spatial-temporal data using GIS such as ArcGIS or QGIS.
• Serve as the primary POC for geospatial expertise, ensuring tradecraft compliance and analytic standards as it relates to geospatial analysis on the contract.
• Provide advice on emerging geospatial methods, tools, algorithms, training, or requirements to advance DIA's analytic edge in relation to geospatial analysis.
• Use geospatial tools, enterprise capabilities, methodologies, spatial & temporal data, imagery, social and physical sciences to exploit imagery, vector, and other data types—including non-geospatially correlated data—to identify and characterize evidence to support all-source analytic assessments.
• Employ new and improved methodologies or data sets to address information gaps and identify areas of information to help resolve complex analytic problems and to ensure solutions to analytical problems are rigorous and logical.
• Exploit an understanding of community data sets, agency programs, machine learning, data science, and related disciplines to collaborate on analytic projects or programs throughout the DoD, IC, CCMDs, Foreign Partners, Academia, and Industry.
• Provide deliverables that enhance analytic insight through the integration of new data sets and advanced analytic methods.
• Integrate geospatial data, techniques, and tools into workflows that respond to analytic requirements and client needs.
• Leverage cartographic principles in all map products to ensure ease of use and interpretation.
• Support DIA efforts to vet or validate existing or emerging programs and capabilities.
• Develop or discover algorithms and solutions to analyze, process, or visualize data that is larger than RAM or requires distributed processing.

Required qualifications/skills

• Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years with a master’s degree.
• -OR-
• A minimum of 17 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years with a bachelor’s degree.
• Possess the GEOINT Professional Certification - Geospatial Analysis (GA-II) for all Geospatial Analysts at the senior and SME experience levels.
• Demonstrate ability to work independently and with minimal oversight.
