Job summary

Quantum Sky is seeking a Functional Area Analyst IV for a role supporting the Office of the Secretary of War, CAPE, and JDS with embedded support to OSW-Policy/SOLIC. Located at Mark Center, Alexandria, VA, with possible travel to the Pentagon and other NCR offices.

Strong teamwork, communication, and analytical skills are required. The candidate will develop tools and processes for modeling and simulation-based decision support, and exercise independent judgment on methods and evaluation

Qualifications

• Bachelor’s degree mandatory.
• Ten+ years in military/operations research or PPBE-related fields.
• Ten+ years with DoD stakeholders handling complex datasets.
• Strong SQL skills and ability to interface with clients.
• Proficiency with Microsoft Office suite.
• Initiative and ability to work with minimal supervision.
• Experience handling classified materials.

Responsibilities

• Cross-Departmental Analytic Support: Planning, Programming, Budgeting, and Execution Support.
• Support PPBE processes for Policy programs of interest (e.g., CT, SOF forces).
• Develop and maintain repeatable data transformation routines for data products and automate transformations.
