Qualifications

• Budget execution, accounting, and financial management principles; ability to apply analytical techniques to complex issues and recommend data-informed solutions.
• Knowledge of Congressional, Departmental, and OMB budget and financial processes relevant to federal budgeting and contracting environments.
• Understanding budgetary policies, precedents, goals, regulations, and guidelines applicable to the Department, including no-year budgets.
• Knowledge of fiscal constraints and ceilings affecting Departmental operations.
• Comprehensive knowledge of budget and accounting techniques and potential process improvements.
• Knowledge of funding sources and relationships between financial and programmatic requirements.
• Skill in evaluating changes in program plans and funding using cost-benefit analysis.
• Knowledge of internal controls to protect organizational integrity.
• Ability to research historical precedents to interpret policies.
• Ability to organize work across multiple assignments and meet deadlines.
• Ability to prepare analytical reports and present findings clearly.

Responsibilities

• Maintains contract, purchase order, and financial management files and records.
• Performs financial data collection, validation, analysis, and reporting for budget and financial management requirements.
• Provides financial data, analyses, and support to leadership on financial activities and spend plan development.
• Monitors budget execution data, expenditures, obligations, and unobligated balances; prepares trend/variance reports.
• Prepares financial reports, dashboards, and analyses to support program planning and decision-making.
• Reviews invoices, supporting documentation, and payment packages for accuracy and compliance; resolves discrepancies.
• Tracks contracts, task orders, and POs in financial systems; maintains accurate records.
• Conducts reconciliations and data validation to improve accuracy of budget information.
• Develops trend analyses, forecasts, and financial metrics using automated systems.
• Collaborates with program offices and stakeholders to collect, consolidate, and analyze financial information for budgets.
• Develops briefings and informational materials summarizing financial data, trends, risks, and resource needs for leadership.
• Supports budget planning by collecting and validating input data for BMIS, PCR, PAD, BRMS, and other tools.
• Assists in developing and maintaining financial tracking tools, SOPs, and reporting processes.
• Provides training and knowledge transfer on financial systems and reporting tools.
• Performs special studies and data calls to support objectives; performs other duties as assigned.
