Job summary

The State of Maine, Department of Defense, Veterans' and Emergency Management in Augusta, seeks a senior fiscal professional to serve as the department's lead financial advisor. You will provide budgeting expertise, GAAP/GAS compliance, and cross‑office financial support to ensure sound fiscal operations.

You will manage complex budgeting, financial analysis, and grants administration while communicating insights to senior leaders and ensuring controls and compliance across programs.

It's about understanding what those numbers mean, anticipating what comes next, and helping ensure the organization is financially sound.The Department of Defense, Veterans and Emergency Management (DVEM) is seeking a senior fiscal professional to serve as a key financial advisor to department leadership and a trusted resource to offices and bureaus across the department.As DVEM's most senior fiscal and financial resource, this position provides department-wide expertise and financial leadership in budgeting, financial analysis, governmental accounting, grants, internal controls, and fiscal operations. The position works closely with leadership and staff across the department to understand financial issues, identify risks and opportunities, and develop practical solutions. Also, it ensures the department has the financial practices and information necessary to carry out its responsibilities sustainably.In addition to technical financial expertise, the successful candidate will have excellent interpersonal and communication skills and the ability to move comfortably between senior leadership and the day-to-day fiscal needs of offices and bureaus across the department. What You'll DoAdvise department leadership on budgets, financial trends, funding constraints, fiscal risks, and the financial and operational impacts of decisions.Apply Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards (GAS), state fiscal policy, and applicable federal requirements to department accounting and financial reporting activitiesLead and support budget and financial analysis, including budget development, revisions, expenditure forecasting, revenue projections, variance analysis, and fiscal impact reviews.Serve as the department's senior fiscal resource, providing guidance and oversight on complex accounting, budgeting, grants, and financial issues. Provide continuity of financial operations in absence of personnel.Work across offices and bureaus to understand needs, resolve fiscal issues, improve processes, and provide clear guidance to staff and leaders.Provide technical and functional oversight to fiscal staff, including review of work products, training, troubleshooting, and guidance on complex items; providing continuity of financial operations in absence of personnel.Review and process vendor payments, accounting reconciliations, financial analysis and reporting, accounts receivable, revenue recognition, and fixed asset accounting for accuracy, compliance, and proper documentation.Act as the primary source of information regarding programs and financial structures of DVEM and tracking projected program results.Support state and federal grants, including accounting, reimbursements, matching requirements, cost allocation, reporting, and closeout.Coordinate audits and corrective actions, including responses, documentation, and resolution of findings.Strengthen financial operations by developing internal controls, procedures, desk guides, and continuity plans.Monitor legislative activity affecting DVEM finances and prepare fiscal analyses, fiscal notes, and leadership briefings and other materials.Apply applicable accounting standards, state fiscal policies, and federal requirements to ensure accurate, compliant, and well-documented financial operations. We are looking for someone who can:Analyze complex financial information and identify trends, risks, options, and impacts.Apply accounting, budgeting, and fiscal principles to organizational and programmatic decisions.Exercise sound judgment when addressing complex or sensitive fiscal matters.Communicate financial information clearly to both fiscal and non-fiscal audiences.Build effective working relationships with senior leaders, bureau and office staff, auditors, and external partners.See the big picture while understanding the details and connect financial decisions to organizational priorities.Provide technical guidance and influence decisions through expertise, collaboration, and sound recommendations.Manage multiple priorities and adapt to changing organizational needs.Minimum QualificationsAdvanced education, training, and/or experience in cost/benefit and financial analysis and an understanding of fiscal program management and accounting principles.
