Responsibilities

  • Support federated interoperability activities across the capability lifecycle.
  • Elicit, capture, and manage interoperability requirements across DOTMLPFI.
  • Develop and refine policies, directives, concepts related to federated interoperability.
  • Monitor interoperability test data quality and identify gaps.
  • Coordinate with Communities of Interest for events and activities.
  • Provide guidance to stakeholders on interoperability processes and tools.

Senior Federated Interoperability Requirements Specialist
Location: Norfolk, Virginia
Work Arrangement: Full-time, on-site
Travel: Up to 30 days annually, including international travel
Clearance: ACTIVE SECRET CLEARANCE FROM U.S. OR NATO MEMBER NATION REQUIRED

The Opportunity
Ironclad Defense Works is seeking a Senior Federated Interoperability Requirements Specialist to support NATO Allied Command Transformation in Norfolk, Virginia. This role will support federated interoperability activities throughout the capability lifecycle, with particular emphasis on requirements management, multinational coordination, interoperability data, stakeholder engagement, and program execution.
The ideal candidate will bring substantial experience working across multinational defense environments and supporting interoperability initiatives involving multiple organizations, nations, and technical stakeholders. The position requires a professional who can manage complex requirements and data, coordinate major interoperability activities and events, and communicate effectively with military and civilian leaders at senior levels.

Key Responsibilities
  • Support federated interoperability activities across the capability lifecycle.
  • Elicit, capture, and manage interoperability requirements across the DOTMLPFI spectrum.
  • Contribute to the development and refinement of policies, directives, concepts, and processes related to federated interoperability.
  • Monitor the quality, completeness, and consistency of interoperability test data and identify gaps affecting reporting or analysis.
  • Coordinate with Communities of Interest and prepare participants for interoperability events and activities.
  • Provide actionable guidance to stakeholders on interoperability processes, tools, and events.
  • Support the activities and priorities of the Federated Interoperability Branch.
  • Analyze interoperability data and develop reports, briefings, and other decision-support products.
  • Administer and maintain user accounts and role-based access within designated interoperability test tools.
  • Plan and coordinate meetings, workshops, conferences, exercises, and other multinational interoperability activities.
  • Develop meeting notes, action lists, reports, briefings, and executive-level summaries.
  • Provide direct support to Branch and Section leadership and perform additional related tasks as required.
Required Qualifications
  • Bachelor’s degree or higher from an accredited or nationally recognized university.
  • At least five years of relevant experience within the past 10 years supporting multinational collaboration and coordination, preferably within NATO or an equivalent multinational defense environment.
  • At least three years of experience within the past 10 years supporting interoperability initiatives, campaigns, programs, or activities involving multiple stakeholders and nations.
  • Experience may include initiatives such as Coalition Warrior Interoperability Exercise (CWIX), TIDE Sprint, TIDE Hackathon, Digital Interoperability Verification Experiment (DIVE), Federated Mission Networking (FMN), or Interoperability 360 workshops.
  • At least three years of recent experience managing and delivering interoperability requirements, including governance, data collection, and reporting.
  • At least three years of recent experience planning, preparing, coordinating, or managing events, meetings, workshops, conferences, exercises, or similar activities involving cross-functional teams and stakeholders.
  • At least three years of recent experience coordinating the production of meeting notes, action lists, reports, briefings, and summaries for military and civilian audiences up to Flag/General Officer or equivalent level.
  • Experience managing, editing, and processing interoperability data using NATO or national interoperability toolsets such as CWIX Wiki, IOCore, or comparable systems.
  • Recent program or project management experience within a complex and dynamic environment.
  • Strong organizational skills, including demonstrated ability to manage schedules, deliverables, task tracking, and stakeholder coordination.
Preferred Qualifications
  • Prior experience supporting NATO Allied Command Transformation or another NATO command, agency, or multinational defense organization.
  • Direct experience supporting major NATO interoperability initiatives such as CWIX, FMN, TIDE Sprint, DIVE, or IO360.
  • Experience with NATO capability development and DOTMLPFI-based requirements management.
  • Experience working directly with military, government, technical, and international stakeholders.
  • Demonstrated experience supporting senior NATO or military leadership through executive-level reporting and briefings.
  • Formal program or project management training or certification.
  • Advanced experience with NATO interoperability data-management and collaboration tools.
Clearance
This position requires an active National SECRET (or higher) security clearance from the U.S. or a NATO member nation. Applicants who do not possess the clearance specified above cannot be considered at this time.

Compensation
Compensation for this position ranges from $115,000 - $145,000 annually. Final salary will be based on factors such as experience, education, skills, qualifications, location, contract requirements, and overall affordability.
