Job summary

i360technologies, Inc. is seeking a Senior Federal Budget Formulation & Forecasting Consultant to lead the functional design of budget formulation, planning, and forecasting solutions on Oracle Cloud EPM. This is a leadership role grounded in real budgeting experience.

The candidate will direct functional design, guide architecture, and mentor a team of SMEs to ensure the system supports authentic budgeting workflows and agency needs. Federal experience is essential.

Qualifications

• Bachelor's degree in accounting, finance, business administration, public administration, or related field.
• At least 5 years performing federal budget formulation, planning, or forecasting work.
• At least 5 years with Oracle Cloud EPM Planning or Oracle Hyperion Planning and leading solution design.
• Deep understanding of budget formulation, forecasting, funds management, and budget-to-actual analysis.

Responsibilities

• Lead functional design for budget cycles, submissions, and forecasts.
• Lead requirements-gathering sessions with budget officers, financial managers, program managers, and executives.
• Direct and validate Oracle Cloud EPM Planning design to reflect functional budgeting/forecasting needs.
• Own annual and multi-year budget cycles: requests, submissions, baseline estimates, spend plans, workforce projections, scenario modeling.
• Direct the Senior Oracle Cloud EPM Functional Consultant and Technical/Integration Consultant on configuration.
• Guide development of calculation logic (Calc Manager, Essbase, Groovy) as per functional needs.
• Lead functional validation of integrations with Oracle Federal Financials, EBS, Fusion Cloud ERP, etc.
• Lead evaluation of legacy processes and define target-state migrations.
• Own design documentation and lead functional/UAT testing.
• Lead training and knowledge-transfer sessions for agency budget users.
