Position Summary

An established aerospace and advanced materials manufacturer is seeking an experienced Manufacturing Facilities & Production Project Manager to help lead the launch of a new 150,000-square-foot manufacturing, testing, and office facility in Tulsa, Oklahoma.

This is a highly visible, hands-on role for someone who understands both sides of launching a manufacturing operation: getting the facility built and ready, and getting the production equipment, infrastructure, and processes operational.

The successful candidate will serve as a key onsite representative in Tulsa and will be expected to independently drive projects forward, resolve issues, coordinate contractors and equipment suppliers, work with local authorities, and keep internal leadership informed.

Key Responsibilities
  • Serve as the primary onsite project leader for the Tulsa facility launch.
  • Lead facility and manufacturing capital projects from initial planning through construction, equipment installation, commissioning, startup, and closeout.
  • Coordinate building construction, structural work, utilities, infrastructure, and manufacturing equipment requirements.
  • Develop and manage project scopes, schedules, budgets, cost estimates, specifications, RFQs/RFPs, bid packages, and contractor selection.
  • Manage general contractors, subcontractors, architects, engineers, equipment manufacturers, vendors, consultants, and service providers.
  • Identify and manage critical-path items including long-lead equipment, infrastructure dependencies, inspections, shutdowns, installation sequencing, and commissioning milestones.
  • Oversee manufacturing equipment installation, utility connections, testing, commissioning, and production-readiness activities.
  • Coordinate facility systems including electrical distribution, HVAC, chilled water, compressed air, process piping, plumbing, fire/life safety, controls, data/telecom, and other manufacturing utilities.
  • Manage permitting, inspections, code compliance, certificates of occupancy, and relationships with local authorities and regulatory stakeholders.
  • Partner closely with Manufacturing, Engineering, Maintenance, EHS, Quality, IT, R&D, Supply Chain, and site leadership.
  • Work directly with local stakeholders, including municipal organizations, airport-related partners, contractors, and community resources as needed.
  • Track project budgets, schedules, risks, changes, and milestones and provide clear updates to senior leadership.
  • Identify problems early, make decisions, and drive issues to resolution without waiting for extensive direction.
  • Help establish the site’s long-term operating structure after the initial facility launch.
Required Qualifications
  • Significant experience helping build, expand, relocate, launch, or substantially renovate a manufacturing or industrial facility.
  • Demonstrated experience taking facility or capital projects from planning/design through construction, equipment installation, commissioning, and operational startup.
  • Strong background in manufacturing facilities, plant engineering, industrial construction, capital projects, manufacturing engineering, or a closely related environment.
  • Hands-on experience with manufacturing equipment installation and production startup.
  • Experience managing general contractors, subcontractors, engineering firms, equipment vendors, and internal stakeholders.
  • Strong understanding of manufacturing infrastructure and industrial utility systems.
  • Experience developing and managing scopes, schedules, budgets, cost estimates, bid packages, contractor selection, and change orders.
  • Working knowledge of permitting, codes, inspections, occupancy requirements, and local compliance processes.
  • Ability to independently lead a major project and act as the company’s onsite representative.
  • Strong communication skills and the ability to work effectively with contractors, engineers, manufacturing personnel, local officials, and senior leadership.
  • Comfortable working onsite in Tulsa Monday through Friday and traveling to Wichita during the initial phase of the role.
  • Must meet applicable requirements associated with work subject to ITAR/EAR regulations.
Preferred Background
  • Bachelor’s degree in Engineering, Construction Management, Facilities Management, Manufacturing Engineering, or a related discipline; significant directly relevant experience may be considered in lieu of a degree.
  • Experience leading large-scale greenfield manufacturing projects, plant expansions, facility relocations, or major manufacturing renovations.
  • Experience managing both facility construction and manufacturing equipment/production startup.
  • Aerospace, defense, advanced materials, chemical, composites, semiconductor, automotive, or other complex manufacturing experience.
  • Experience with electrical distribution, HVAC/chillers, compressed air, process piping, steam, fire protection, controls, data/telecom, vacuum, or similar industrial systems.
  • AutoCAD and/or Microsoft Project experience.
  • PMP or similar project management certification.
  • Experience working directly with city, county, permitting, fire marshal, airport, or economic-development stakeholders.
Ideal Candidate Profile

The ideal candidate has already lived through the messy reality of launching or expanding a manufacturing operation.

You understand that completing the building is only part of the job. Power has to reach the equipment. Utilities have to be sized correctly. Contractors and equipment vendors have to work around one another. Long-lead items can disrupt the critical path. Permits and inspections have to clear. Production equipment has to be installed, tested, commissioned, and handed over to Operations without surprises.

You are comfortable walking a construction site in the morning, meeting with an equipment supplier in the afternoon, addressing a permitting issue with local officials, and then providing leadership with a clear update on schedule, cost, risk, and next steps.

Why This Opportunity
  • Take a central role in launching a brand-new 150,000-square-foot advanced manufacturing facility.
  • Own both the facility and manufacturing-readiness sides of a major expansion.
  • Work directly with senior leadership and have significant autonomy over project execution.
  • Coordinate construction, infrastructure, equipment installation, commissioning, and production startup.
  • Become a key onsite leader for long-term Tulsa operation.
  • Opportunity for the role to evolve into broader facilities, manufacturing, production, or site leadership responsibilities after launch.
