Job summary

The Cadmus Group is seeking a senior exercise planner to lead the design, execution, and evaluation of homeland security exercises across government and private-sector partners. You will guide scenario development, evaluation methods, and improve planning while coordinating with diverse stakeholders.

The role requires extensive experience with HSEEP, strong facilitation and leadership skills, and the ability to travel domestically. U.S.

Qualifications

• Bachelor’s degree in emergency management, homeland security, national security, public policy, political science, cybersecurity, or related field.
• Ten years of professional experience in exercise planning, emergency management, homeland security, cybersecurity, critical infrastructure, or related field.
• Extensive experience leading the design, delivery, and evaluation of complex HSEEP exercises.
• Demonstrated expertise in discussion-based exercise design and facilitation.
• Ability to advise clients on exercise strategy, program management, and improvement planning.
• Experience directing multidisciplinary teams and providing senior-level review of exercise products and analytical deliverables.

Responsibilities

• Lead planning meetings, executive briefings, workshops, and after-action discussions.
• Develop exercise design approaches and review major deliverables for quality.
• Guide development of scenarios, objectives, evaluation criteria, injects, and AARs.

Cadmus seeks candidates to support upcoming homeland security exercises programs for both public and private sector clients, partners, and stakeholders. Successful candidates will lead the design, execution, and evaluation of homeland security exercises covering a range of hazards, including terrorism, cybersecurity, and natural disasters. Candidates may also support policy assessment and analysis, policy research, professional writing, and/or strategic planning in the homeland security or public policy fields. Some domestic travel is likely required for this position. Please note this position is for a proposal effort, and offers will be contingent upon award.

Responsibilities

• Serve as a senior exercise planning and HSEEP subject-matter expert supporting government exercise programs.
• Provide technical direction for the design, conduct, evaluation, and continuous improvement of complex homeland security, cybersecurity, and critical infrastructure exercises.
• Advise clients on exercise strategy, program priorities, stakeholder engagement, scenario design, evaluation methodology, and improvement planning.
• Lead complex, multi-stakeholder exercises involving federal, state, local, tribal, territorial, private-sector, and critical infrastructure participants, as applicable.
• Oversee multiple exercise workstreams or project teams and ensure consistency across exercise products, schedules, methodologies, and client communications.
• Lead planning meetings and facilitate executive briefings, workshops, tabletop exercises, after-action discussions, and other exercise-related sessions.
• Establish exercise design approaches and provide final technical and quality-assurance review of major deliverables.
• Guide the development of complex scenarios, exercise objectives, evaluation criteria, injects, analysis products, After-Action Reports, and Improvement Plans.
• Resolve complex technical, stakeholder, schedule, and delivery challenges in coordination with project and client leadership.
• Coach and mentor exercise planners, strengthen team capabilities, and promote consistent application of HSEEP principles and quality standards.
• Support project leadership with work planning, resource coordination, risk management, and client relationship management.
• Contribute to the development of exercise methodologies, tools, templates, lessons learned, and program-level recommendations.

Qualifications

• Bachelor’s degree from an accredited institution in emergency management, homeland security, national security, public policy, political science, cybersecurity, or a related field.
• Minimum of at least ten years of professional experience, with relevant professional supporting projects related to exercise planning, emergency management, homeland security, cybersecurity, critical infrastructure, or a related field; preference given to those with experience in homeland security, emergency management, and exercises.
• Extensive experience leading the design, delivery, and evaluation of complex HSEEP exercises.
• Demonstrated expertise in discussion-based exercise design and facilitation.
• Demonstrated ability to advise clients on exercise strategy, exercise program management, and improvement planning.
• Experience directing multidisciplinary teams and providing senior-level review of exercise products and analytical deliverables.
• Strong attention to detail, ability to review and correct one’s own work, and ability to perform quality control on client deliverables.
• Strong understanding of emergency management, homeland security, cybersecurity, or critical infrastructure risk and resilience.
• Exceptional facilitation, client-engagement, leadership, analytical, writing briefing, and presentation skills.
• Ability to communicate complex technical, operational, and policy issues clearly to executive and nontechnical audiences.
• Ability to manage competing priorities, resolve complex issues, and maintain quality across multiple concurrent workstreams.
• Ability to travel domestically as required.
• U.S. Citizen with ability to earn a favorable Public Trust clearance and/or DHS Suitability.

Preferred Qualifications

• Experience supporting CISA, FEMA, or other DHS components.
• Experience leading national-level, regional, or multi-sector emergency management or critical infrastructure exercises.
• Experience developing exercise programs, methodologies, or multi-year exercise strategies.
• Relevant HSEEP, emergency management, cybersecurity, facilitation, or project-management certification or advanced training.
• Master’s degree in a relevant field.

The salary range for this position is$85,000-115,000. The actual salary will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
