Job summary

William Charles Construction, a MasTec Company, seeks an experienced Senior Estimator with strong heavy civil estimating background for highways and roadways. The role focuses on takeoffs, cost estimates, and bid development for earthwork, underground utilities, and paving, with a preferred base in Rockford, IL, Indianapolis, IN, or Springfield, IL.

A remote/hybrid arrangement is available for the right candidate. Travel to IL/IN sites may be required.

Qualifications

  • Bachelor's Degree in Civil/Structural Engineering or Construction Management or related field.
  • Minimum 5 years of heavy civil estimating experience.
  • Extensive earthwork and underground experience; PCC paving and concrete knowledge a plus.

Responsibilities

  • Review and interpret contract documents to produce accurate cost estimates.
  • Develop preliminary budgets and itemized summaries for go/no-go decisions.
  • Identify risks and their cost impacts; present complete estimates for decision making.
  • Interact with clients, engineers, subcontractors and suppliers during bid process.
  • Lead bid schedules with scheduling and operations teams.
  • Represent the company at pre-bid meetings and site visits.

Overview

William Charles Construction, a MasTec Company, is hiring for an experienced Senior Estimator with extensive estimating background in heavy civil, highways and roadways.

Civil Heavy Highway Estimator duties include providing accurate takeoff and cost estimates for heavy highway roadway, including earthwork, aggregates, underground and paving.

This position is ideally based in one of our local offices: Rockford IL, Indianapolis IN or Springfield, IL.

A remote/hybrid arrangement is available with the right experience, preferably with Indiana or Illinois DOT experience. Depending on residing location, travel may be increased.

Responsibilities
  • Review, analyze and interpret contract documents for complete understanding of the work and owner deliverables to provide accurate, detailed cost estimates.
  • Review opportunity pursuits and develop preliminary budget estimate and itemized summary for go/no‑go evaluation.
  • Identify critical issues and develop risk exposure summary with associated cost impacts.
  • Provide creative and innovative thinking to analyze and develop strategy and value engineering solutions.
  • Effective communication and interaction with clients, engineers, subcontractors and suppliers.
  • Perform and review quantity takeoff comparisons to provide evaluation for accuracy and acceptance.
  • Work with scheduling staff and Operations to develop accurate and precise bid schedules.
  • Present complete and accurate estimates to ensure confidence in decision making.
  • Company representation at pre‑bids and site visits.
Qualifications
  • Bachelor's Degree in Civil/Structural Engineering or Construction Management and related field experience.
  • Minimum 5 years of experience in heavy civil estimating.
  • Extensive experience with earthwork and underground is required, PCC paving and concrete knowledge is a plus.

A combination of equivalent education and work experience may be considered.

Requirements
  • Highly knowledgeable in earthwork, underground drainage, sewer, watermain and general roadway construction. IDOT and/or INDOT experience is preferred.
  • Precise attention to details and exceptionally organized.
  • Highly motivated self‑starter.
  • Must be capable managing time for self and ability to prioritize and schedule efficiently.
  • Limited travel will be required for pre‑bids, site walks, owner meetings, home office, etc.
  • Thrives in fast‑paced environment with ability to deliver under deadlines.
  • Proficient in Bid2Win or similar estimating software and exceptional Microsoft Office skills; Primavera P6, Bluebeam and AutoCAD experience is a plus.
  • Excellent analytical and mathematical skills.
Work Environment
  • The role typically involves a combination of office work and occasional site visits.
  • Occasional travel between our Illinois and Indiana offices can be expected.
  • Site visits may require the use of personal protective equipment (PPE) and exposure to outdoor conditions.
Physical Requirements
  • Ability to lift up to 25 lbs.
  • Prolonged periods of sitting or standing during estimation tasks.
  • Occasional travel to job sites for project assessments.

Compensation - Mid‑Senior Estimator range - $140,000 - $185,000/year but could be flexible with additional experience in closing bids and leadership.
