Job description

Take the lead on complex federal projects that actually get built

You live in the details, and you know federal and military work is a different animal. This seat puts you right in the middle of it.

As Senior General Construction Estimator, you’ll price a constant flow of federal and military projects: from $25K repairs to multimillion-dollar renovations and new construction. You’ll touch every trade, every discipline, every line item.

No chasing random hard-bid work. Most of what you price is coming off multiyear IDIQ and MATOC contracts with a tight pool of competitors.

If you know general construction inside and out and want steady federal work with serious variety, we need to talk.

What You'll Work On

You’ll be the go-to estimator for a busy federal and military portfolio across Central and South Jersey, Philadelphia and Delaware:

  • Federal building renovations and repairs

  • Military facilities for Army, Air Force and Coast Guard

  • GSA and other federal agency projects

  • Design-bid-build and design-build work

  • Task orders and RFPs under existing IDIQ and MATOC contracts

  • Self-performed HVAC, plumbing, carpentry, demolition, site utilities and electrical scopes

  • Projects ranging from $25K to about $18M

This is full-scope estimating across all CSI divisions for real federal work that keeps moving, even when the private market slows.

What You'll Be Doing

  • Preparing complete estimates for federal and military projects from first takeoff through final proposal

  • Pricing a high volume of task orders and RFPs, typically from $25K to $5M+

  • Performing detailed quantity takeoffs across all CSI divisions

  • Building labor, material and equipment pricing for both self-performed and subcontracted scopes

  • Pricing HVAC, plumbing, carpentry, demolition, site utilities and electrical work in house

  • Soliciting, leveling and negotiating subcontractor and supplier quotes

  • Verifying bid coverage and identifying gaps or risk areas

  • Writing clear scopes of work for subs and proposal packages

  • Assembling complete government-compliant proposals, including bonding and Davis-Bacon wage considerations

  • Addressing small business and other federal requirements within proposals

  • Attending site visits and pre-bid meetings and developing RFIs

  • Supporting design-build pricing, value engineering and handoff to operations, including buyout support

  • Tracking bid results and maintaining historical cost data to sharpen future pricing

What We're Looking For

  • 10+ years of estimating experience with a general contractor

  • Experience covering multiple trades, ideally including MEP, site work and electrical

  • Comfort working a high volume of bids from $25K to $5M+, with openness to small, simple jobs and larger projects

  • Strong quantity takeoff skills

  • Experience with digital takeoff and estimating software

  • Must be a US citizen or green card holder

  • Engineering or construction management degree is a plus

  • Government or military construction estimating experience (USACE, NAVFAC, GSA, Air Force or Army) preferred

  • Familiarity with IDIQ, MATOC or task order contracts, Davis-Bacon and UFGS is a plus

The Experience That Will Really Get Our Attention

You’ve spent years inside a general contractor building full-scope estimates, and you don’t flinch at flipping from a $50K repair to a multimillion-dollar renovation on a tight federal schedule. You’re comfortable with the language of USACE, NAVFAC, GSA and military clients, and you understand how Davis-Bacon, UFGS and small business rules shape your numbers.

You’ve priced across MEP, site and electrical, used digital tools for takeoffs, and you know how IDIQ, MATOC and task order contracts actually work in practice—from the first RFP drop to the award and handoff.

Why This Opportunity?

You get steady work from multiyear IDIQ and MATOC contracts—no constant grind of wide-open, low-odds public bids. Your effort goes into projects with a real shot at award.

You’re competing against a short, known list of pre-qualified contractors, not the entire market. Your experience and discipline actually move the win rate.

You’re joining a long-established contractor with three-plus decades in federal and military work, self-performing key trades so you can price complete projects, not just slivers.

And you’re doing it in a space that’s historically more recession-resistant than private commercial construction, with strong compensation for a seasoned estimator.

Must be a US citizen or green card holder
