Job summary

Allan Myers is seeking a full-time estimator to prepare and complete project estimates from the regional office in Glen Allen, VA. This role covers multiple disciplines and may involve direct work or leadership of junior staff.

The estimator reviews specifications, performs takeoffs, computes cost factors, negotiates with vendors, and coordinates with Purchasing and project teams. OSHA 10 required, Civil Engineering degree preferred, with 4 years’ experience.

Qualifications

• B.S. in Civil Engineering, Construction Management, related major, or equivalent.
• Minimum of 4 years of construction experience in estimating, operations and/or engineering.
• OSHA 10 hour required.

Responsibilities

• Reviews and incorporates historical data from POs, bid tabulations, subcontracts, and cost systems into unit costs and man-hours.
• Reviews proposal specifications and drawings to prepare itemized bid items and quantities for pre-bid scope.
• Computes cost factors and prepares estimates for planning, organizing and scheduling work.
• Reviews, analyzes and selects vendors/subcontractors and obtains quotations with Purchasing coordination.
• Interfaces with owner/architect/engineer and subs to provide cost data on feasibility.
• Prepares estimates by takeoff of scope, quantifies labor/materials/equipment, and prices work.
• Maintains backup documents with current supplier price data and outcome.
• Supports other departments; may prepare estimates in other disciplines.
• Reviews design options and recommends cost-effective solutions.
• Follows awarded contracts; collaborates with Project Team on extra work items, change orders, and procurement.
• Performs other duties including site policing to maintain safe, orderly workplaces.
• Prepares detailed takeoffs and delay-free production/quality estimates.
• Incorporates safety costs into estimates via Allan Myers Safety Program.
• Acts in lead capacity and provides direction to Estimator I and team members.
• Prepares bid proposals for Chief Estimator review; ensures contract terms are included.
• Develops pre-bid draft schedules and transfers to Project Team when awarded.

Responsibilities

This full-time, exempt position is responsible for the preparation and completion of estimates for assigned project(s) for one or more disciplines (e.g., structural concrete, earthwork, drainage, pipework, hot mix asphalt, utilities, etc.). May perform job duties directly or through subordinate personnel.

Occasional day travel required to attend pre-bid meetings, visit job sites and/or attend conferences or training classes.

This role is on-site and requires working from the regional office.

Technical: Means/Methods

• Reviews and incorporates historical data from purchase orders, bid tabulations, subcontracts, productivity analysis reports and the job costs system into unit cost, man-hour and crew production figures.
• Reviews proposal specifications and drawings, labor and material requirements, prepares lists of bid items and quantities and attends pre-bid meetings to determine scope of work and contents of estimate.
• Computes cost factors and prepares estimates used for management purposes such as planning, organizing and scheduling work.
• Reviews, analyzes and recommends vendors and subcontractors for the project; discusses and obtains appropriate quotations in coordination with the Purchasing Department.
• Interfaces with owner, architect/engineer and subcontractors to provide engineering and cost data regarding project feasibility.
• Prepares estimates by calculating complete takeoff of scope of work, accurately quantifies and prices the labor, materials and equipment needed to perform the work and determines cost effectiveness.
• Maintains documents as backup for estimate figures, including current/accurate information on prices from suppliers through direct contact, sales brochures, price lists, etc., in conjunction with the Purchasing Department.
• Supports other department personnel as required; may include preparing estimates in other disciplines.
• May review design options and recommend best solution based on cost, value engineering or availability of materials.
• Follows awarded contracts as assigned; working with the Project Team after project is awarded, duties may include estimating extra work items, change orders, credits, procuring materials, etc.
• Performs other duties as assigned including policing jobsites to maintain a clean, orderly, and safe workplace.

Technical: Delay Free Production/Quality

• Prepares detailed itemized takeoff and estimates record following delay free production/industry standard.
• Analyzes and incorporates delay free production into preparing the workplan of estimates / bids.

Safety

• Incorporates the Allan Myers Safety Program and associated costs into estimates. Identifies high-risk activities and coordinates with Safety Department to determine if additional costs are required. Transfers all safety information related to estimate to the Project Team.

• Acts in a lead capacity and provides work direction to Estimator I and/or other team members as required.

Administrative: Contract/Scheduling/Budget

• Prepares bid proposal for review by Chief Estimator.
• Reviews contract prior to bid, if provided, to ensure that terms, conditions, exclusions and qualifications are included in the owner’s contract and in compliance with original Allan Myers proposal.
• If contract is not provided, ensures that proposal states that Allan Myers contract, or a mutually agreed upon contract, is used where applicable.
• Develops pre-bid draft schedule; once awarded, transfers draft schedule to Project Team.
• Transfers estimate and related information to Project Team to create cost code structure.

Qualifications

• B.S. in Civil Engineering, Construction Management, related major, or equivalent. Continuing education in construction is highly desirable.
• Minimum of 4 years of construction experience in estimating, operations and/or engineering required.
• OSHA 10 hour required.
