Job summary

The Federal Reserve Bank of Philadelphia is seeking an experienced ERM professional to lead and support enterprise risk management initiatives across the Bank and System.

You will direct risk assessment, monitoring, internal controls over financial reporting, and business continuity, reporting to the Senior ERM Manager. Expect collaboration with senior leaders, cross-functional teams, and governance groups in a four-day onsite environment.

Qualifications

  • Bachelor’s degree, or equivalent related work experience and education is required.
  • 8+ years of progressive experience in risk management.
  • Other certifications a plus: Risk Management Certification, Risk Management Assurance, Project Management Professional, Certified Sarbanes-Oxley Professional, or Certified Fraud Examiner.

Responsibilities

  • Independently complete risk management activities, including directing and implementing ERM strategies and operations to support adherence to the FR System ERM framework and BC framework.
  • Independently drive end-to-end business continuity mitigation and preparedness activities including annual review and update of business impact assessments, planning and executing building exercises and facilitating table top exercises.
  • Support end-to-end ERM operations including identifying, assessing, prioritizing, mitigating, monitoring, and reporting on enterprise-wide risks.
  • Develop, implement, and maintain ERM policies, standards and procedures, ensuring alignment with industry best practices and objectives.
  • Partner with all business areas to identify risks and monitor action plans through risk assessments and risk appetite statements.
  • Enhance the Bank’s risk function by applying latest technologies and data analytics for best-in-class risk practices.
  • Foster a culture of proactive risk management using three lines of defense across the Bank.
  • Support Risk Management Council with risk reporting materials and communications to wider System and Bank groups.
  • Assess internal controls related to financial reporting and present status to executives.

Job Summary:



  • Lead and support the development, implementation, and ongoing process of the enterprise risk management (ERM) function. This function is responsible for risk assessment & monitoring, internal controls over financial reporting, and business continuity (BC) in the Bank and Federal Reserve System.

  • Gather and collate information. Perform analysis and prepare presentations and reports. These support the Bank’s senior management and System work efforts related to enterprise risk management, Sarbanes-Oxley (SOX) compliance, and business continuity. Embrace a project management mindset and support Bank and System projects and other strategic initiatives.

  • Participate as a full member or lead Bank and System work teams. You will report to the Senior ERM Manager and may

  • functionally supervise less experienced analysts by assigning, monitoring, reviewing, and coordinating work needed to complete assigned projects.


What You Will Do:



  • Independently, complete risk management activities, including directing and implementing ERM strategies and operations to support adherence to the Federal Reserve System (FRS) ERM framework and BC framework.


  • Independently drive the end-to-end business continuity mitigation and preparedness activities including the annual review and update of the Bank’s business impact assessments, planning and executing building exercises and facilitating impactful business area table top exercises.


  • Support the end-to-end operations of the ERM function including identifying, assessing, prioritizing, mitigating, monitoring, and reporting on enterprise-wide risks facing the organization.


  • Develop, implement, and maintain comprehensive ERM policies, standards and procedures, ensuring alignment with industry best practices, and organizational objectives.


  • Partner with all business areas across the Bank to identify risks and monitor action plans through risk assessments, operationalize risk appetite statements, tolerances and measures to ensure they are embedded across the organization.


  • Help enhance the Bank’s risk function by applying latest technologies and data analytics to ensure the maintenance and implementation of best-in-class risk practices.


  • Foster a culture of proactive risk management across the Bank, promoting risk awareness and culture using three lines of defense approach across the Bank.


  • Provide support to the Bank’s Risk Management Council (RMC) in preparing risk reporting materials. These materials detail the overall health of ERM. Additionally, assist the ERM Manager in communicating with the wider System and Bank groups, such as the Audit & Risk Management Committee of the Board of Directors.


  • Assess existing internal controls related to financial reporting processes and identify areas for enhancement. Prepare and present materials (e.g., status updates, findings overview) on control decisions and project status to executive and senior management.



What You Have:
Education and Experience:



  • Bachelor’s degree, or equivalent related work experience and education is required.

  • 8+ years of progressive experience in risk management

  • Other certifications a plus: Risk Management Certification, Risk Management Assurance, Project Management Professional, Certified Sarbanes-Oxley Professional, or Certified Fraud Examiner.


Knowledge:



  • Understanding of risk management concepts, project management disciplines. internal control concepts, and business continuity practices.

  • Meeting and facilitation skills; ability to present with both technical and non-technical audiences, and governance groups. Exhibit advanced facilitation skills and communicate well in a range of situations.

  • Ability to partner with stakeholders to enhance value, anticipate and resolve challenges, and recognize the value of building, maintaining, and enhancing stakeholder relationships.


Other Requirements:



  • Onsite requirement: 4 days per week in the Philadelphia office.

  • Occasional travel, less than 10%.


This posting is a dual grade posting. Candidates who have a slightly lower level of experience, education, or qualifications may also be considered.The salary grade for this position is: Grade 14/15. Final salary and offer will be determined by the applicant’s background, experience and skills, as well as internal equity and alignment with market data.
