Job summary

Isani Consultants is seeking a Senior Environmental Project Manager in Houston, TX to lead NEPA and permitting efforts on transportation and infrastructure projects. You will oversee regulatory submissions, coordinate with USACE, USFWS, TPWD, and local stakeholders, and manage a team delivering high-quality regulatory documents.

Qualifications

• Bachelor’s degree or equivalent experience in environmental field.
• 5 to 10+ years in environmental planning, permitting, and/or natural resources.
• Strong NEPA knowledge and coordination of supporting studies.
• Working knowledge of USACE 404/Section 10 permitting and successful permit acquisition.
• Experience with threatened and endangered species surveys and ESA knowledge.
• Strong GIS skills including spatial analysis and map production.
• Cartographic ability for regulatory submittals and public-facing maps.
• Expertise in Public Involvement best practices.

Responsibilities

• Lead NEPA documents, regulatory permitting, and Public Involvement activities.
• Develop scope, schedule, and fee estimates for transportation projects and manage to scope and budget.
• Guide staff in preparing NEPA documents (CEs, EAs, EISs) and coordinate with agencies.
• Oversee permitting with USACE and interface with USFWS/TPWD as needed.
• Direct GIS analysis and map production for NEPA, permits, and public meetings.
• Manage traffic noise and air quality analyses and modeling for projects.
• Lead and mentor staff on Section 106, 4(f), and other regulatory requirements.
• Engage with clients and coordinate agency-to-agency processes.
