City and County of San Francisco is seeking a Principal Environmental Specialist for the Project Design and Development division. Under general direction, the Principal Environmental Specialist manages environmental programs and projects within a defined area of specialty, including NEPA/CEQA compliance, budgeting, and public communication.

The position requires a bachelor's degree and eight years of professional environmental experience; substitution options exist for advanced degrees.

Qualifications

  • Possession of a baccalaureate degree from an accredited college or university.
  • Eight (8) years of professional experience leading, developing, and implementing environmental programs or policies.
  • Substitution: Master’s or Ph.D. may substitute for experience as stated in the MQ Supplemental Questionnaire.
  • MQSQ may be required as part of the employment application.

Responsibilities

  • Managing complex environmental programs by developing goals, policies, and procedures.
  • Supervising and assigning work to program staff.
  • Interpreting and applying relevant environmental laws and regulations.
  • Preparing budgets and monitoring expenditures; securing grant funding.
  • Supporting administration of funding and contracting processes; overseeing grants and consultant agreements.
  • Making public presentations and conducting outreach; fostering partnerships with community groups and agencies.
  • Drafting environmental documentation and coordinating permitting with regulatory agencies.
  • Developing environmental specifications and managing the department's environmental compliance information tracking system.
