Qualifications

• Bachelor's degree and two years of experience in application design, systems analysis, or software development.
• Substitution for Bachelor's degree: IT Associate's Degree.
• Associate's degree with two years IT experience may substitute for the bachelor's degree requirement.
• Year-for-year substitution allowed up to four years for experience in lieu of education.

Responsibilities

• Design, develop, enhance, and maintain complex enterprise Java applications supporting critical State business functions and high-availability systems.
• Design, develop, and maintain RESTful APIs, web services, backend services, and user interfaces using Java, Spring Boot, and Node.js.
• Analyze production incidents by reviewing application logs, debugging application code, tracing data flows, identifying root causes, and implementing sustainable corrective solutions.
• Modernize legacy applications through Java upgrades, including Java 17, Java 21, and future long-term support releases; framework upgrades; migration to OpenShift; containerization; and adoption of cloud-native development practices.
• Participate in application architecture, technical design, and solution planning to ensure scalability, maintainability, security, accessibility, and long-term supportability.
• Collaborate with business analysts, product owners, QA engineers, database admins, infrastructure teams, security personnel, and agency stakeholders to translate business needs into technical solutions.
• Mentor less experienced developers by sharing technical knowledge, reviewing code, and promoting sound development and product support practices.
• Product Ownership and Support — own the technical health, stability, security, and maintainability of assigned enterprise applications throughout the product lifecycle.
